According to the official website of the Ministry of Industry and Information Technology, in order to further strengthen end network collaboration, assist in the development of 5G message scale, and protect the legitimate rights and interests of users, the Ministry of Industry and Information Technology recently issued the "Notice on Strengthening End Network Collaboration to Assist in the Development of 5G Message Scale (Draft for Soliciting Opinions)" (hereinafter referred to as the "Draft for Soliciting Opinions"), which proposes that 5G phones that mobile phone manufacturers apply for network access licenses must support 5G messages. It is understood that 5G messaging is a rich media information service based on mobile communication networks, involving the basic telecommunications business of "cellular mobile communication". Promoting the innovative development and large-scale application of 5G messaging is of great significance for enriching 5G application scenarios and service supply, and promoting high-quality development of the digital economy. The "Draft for Soliciting Opinions" proposes to adhere to market leadership, strengthen end-to-end collaboration, and actively explore business and technology cooperation models that meet market needs in areas such as 5G messaging technology and product innovation, business integration and ecological openness, network and information security risk prevention, in order to form a working force to promote the commercial development of 5G messaging scale. At the same time, we will adhere to government promotion and strengthen terminal support. In terms of promoting incremental terminal support, a transition period of six months from the date of this notice will be established. Mobile phone manufacturers will complete the design and functional upgrades of the planned 5G mobile phone system for listing in accordance with industry standards and network access testing standards related to 5G messaging. After the transition period ends, 5G mobile phones newly applied for by mobile phone manufacturers for network access licenses must support 5G messages and be accompanied by relevant network access testing reports. Relevant basic telecommunications companies support and cooperate with mobile phone manufacturers to carry out joint debugging and testing of 5G mobile phone adaptation to 5G messages, as well as end-to-end network collaboration. Relevant network access inspection institutions shall complete technical specification updates and network access inspection work. In terms of guiding the upgrade of existing terminals, the "Draft for Soliciting Opinions" proposes that for 5G mobile phone models that have already applied for network access before the end of the transition period, eligible mobile phone manufacturers are encouraged to achieve 5G message function support through product system upgrades and other means. In addition, the "Draft for Soliciting Opinions" requires adhering to the safety bottom line and strengthening risk prevention. We need to strengthen business risk prevention. Basic telecommunications enterprises should establish and improve 5G messaging business management and technical support measures and mechanisms, strengthen business standardization management and user rights protection, ensure network and data security, and strengthen risk monitoring analysis and emergency response. We also need to strengthen terminal standardized management. Mobile phone manufacturers set up 5G message function switches to standardize the display of 5G messages on the interface, significantly distinguishing 5G messages from other types of information such as ordinary short (color) messages. It is not allowed to change the content and form of 5G message display without authorization, and it is not allowed to confuse the information release subject and transmission channel. Strengthen the authority management of mobile applications calling 5G messages to prevent risks such as telecom Internet fraud caused by relevant illegal calls. (New News Agency)
