On the 18th, the United Nations Security Council held a high-level public meeting on the theme of "Opportunities and Risks brought by Artificial Intelligence to International Peace and Security". This is the first time that the Security Council has held a meeting on AI. Zhang Jun, China's Permanent representative to the United Nations, proposed five principles on AI governance. On the same day, UN Secretary General Guterres, Jack Clark, co-founder of artificial intelligence start-up Anthropic, and Zeng Yi, a researcher at the Institute of Automation of the Chinese Academy of Sciences, made a briefing. Guterres said that AI is playing a role in many fields, but it may also be used by malicious people, including for terrorism, incitement to hatred and violence. He welcomed the call for the establishment of a new United Nations agency, stating that it would help maximize the role of artificial intelligence and better manage risks. Zeng Yi stated that promoting the effective use and governance of artificial intelligence in the field of peace and security is crucial for the future of humanity. Zhang Jun pointed out in his speech that the complex effects of AI are constantly emerging, which not only generate huge technological dividends, but also cause more and more concerns, highlighting the importance, necessity and urgency of building a Community of Common Destiny. Zhang Jun emphasized that artificial intelligence, as a "double-edged sword," is good or bad, good or evil, depending on how humans utilize, regulate, and coordinate science, development, and security. The international community should uphold the true spirit of multilateralism, engage in extensive dialogue, constantly gather consensus, and explore the development of guiding principles for artificial intelligence governance. China supports the United Nations to play a central coordinating role in this regard, supports Secretary General Guterres to convene in-depth discussions among all parties, and supports all countries, especially developing countries, to fully participate in and make contributions. Zhang Jun proposed five principles for artificial intelligence governance: first, adhere to ethics first, second, adhere to safety and controllability, third, adhere to fairness and inclusiveness, fourth, adhere to openness and inclusiveness, and fifth, adhere to peaceful utilization. Zhang Jun stated that it is necessary to gradually establish and improve the ethical norms, laws, regulations, and policy system of artificial intelligence. To strengthen risk awareness, establish effective risk warning and response mechanisms, ensure that risks beyond human control do not occur, ensure that machines do not kill themselves, and ensure that humans have the ability to press the stop button at critical moments. Zhang Jun said that in order to seek technological hegemony, some developed countries have constructed exclusive small circles, maliciously obstructing the technological development of other countries with various excuses and actions, and artificially creating technological barriers. China firmly opposes this. The development of science and technology needs to achieve a relative balance between promoting technological progress and ensuring safe application. The best path is to maintain open cooperation, encourage interdisciplinary, interdisciplinary, regional, and cross-border exchanges and dialogues, oppose various forms of "small courtyards and high walls" and "decoupling and disconnection", and create an open, inclusive, fair, and non discriminatory environment for scientific and technological development. Zhang Jun stated that we need to focus on tapping the potential of artificial intelligence in promoting sustainable development and promoting cross disciplinary integration and innovation, in order to better empower the global development cause. The Security Council can conduct in-depth research on the application and impact of artificial intelligence in conflict situations, and take measures to enrich the United Nations peace toolbox.
