On May 30th, at the major achievement press conference of the closing ceremony of the 2023 Zhongguancun Forum, Beijing released two heavyweight policies around artificial intelligence, which attracted widespread attention. Subsequently, multiple cities issued policy documents to support the development of the AI industry. On July 6th, the 2023 World Artificial Intelligence Conference opened in Shanghai. The conference focuses on the path of AI generation from innovation, creation to creativity, showcasing the exciting picture of high-quality development driven by AI and the rejuvenation of modern industrial systems facilitated by AI. In recent years, multiple cities such as Beijing, Shanghai, Shenzhen, Guangzhou, and Hefei have issued policy documents focusing on the development and construction of artificial intelligence, striving to seize the highland of innovative development of the new generation of artificial intelligence. For example, the "Implementation Plan for Accelerating the Construction of a Global Influential Artificial Intelligence Innovation Source in Beijing (2023-2025)" proposes to fully leverage Beijing's innovative resource advantages in the field of artificial intelligence, continuously enhance global influence, and further promote the leading development of artificial intelligence. The introduction of these policy measures has solidified the "foundation" of the development of the artificial intelligence industry. So, which cities in China have entered the first tier of artificial intelligence development? What are the difficulties faced in the development and construction of artificial intelligence in relevant cities? The New Beijing News and New Beijing Think Tank interviewed authoritative experts to interpret the actual situation in various regions. Which cities have outstanding advantages in the first tier of cities? Can they be considered as the first tier of artificial intelligence development? Although the official did not provide a clear division, it can be seen from the reports related to the development of artificial intelligence released by relevant units. On July 6, the special forum of the 2023 Global Digital Economy Conference "Smart Cities under Global change" released two reports, "2023 Asian Smart Cities Ranking" and "2023 Group of Twenty (G20) Smart Cities Ranking". The report shows that Beijing, Shanghai, Shenzhen, and Chongqing, four Chinese cities, are all ranked in the top 10 in both the Asian smart city rankings and the G20 smart city rankings. In addition, six Chinese cities, including Nanjing, Chengdu, Guangzhou, Suzhou, Hangzhou, and Hong Kong, are also among the top 10 smart cities in Asia. In addition, the New Beijing News and New Beijing Think Tank have sorted out multiple research reports and found that Beijing, Shanghai, and Shenzhen are among the top three cities in terms of comprehensive artificial intelligence strength in the country, which can be regarded as the first tier. For example, in the "China Urban Artificial Intelligence Development Index Report (2020 2021)" released by innovative AI enterprise Beijing Shangqi Digital Technology Co., Ltd. in collaboration with the New Generation Artificial Intelligence Industry Technology Innovation Strategy Alliance, Beijing, Shenzhen, and Shanghai all scored over 60 points, with 88.72, 77.63, and 68.59 points respectively, ranking in the top three. In terms of artificial intelligence financing, the enterprise credit information platform Qixinbao released data from the "China Artificial Intelligence Industry Atlas" earlier this year, which showed that between 2016 and 2022, the top three cities in terms of total financing amount for artificial intelligence related enterprises were Beijing (6716.182 billion yuan) and Shanghai (43557.43 billion yuan)
