The Ministry of Justice and the National Cyberspace Administration recently conducted a special study and review of the "Regulations on the Protection of Minors' Networks (Draft)" to accelerate the legislative process of the regulations. In recent years, the scale of underage internet users in China has been continuously increasing. While expanding the learning and living space of minors, the Internet has also brought about problems such as the proliferation of illegal and harmful information online, the indiscriminate use and abuse of personal information of minors, and the addiction of minors to the internet. It is urgent to further strengthen the responsibility of the state, society, schools, families, and other entities to protect minors' network through improved legislation, standardize the management of network information content, and protect minors' personal information. It is reported that the "Draft Regulations on the Protection of Minors' Network" focuses on the prominent problems faced by the work of protecting minors' network, summarizes the practical experience of protecting minors' network in recent years, elevates mature practices into regulatory systems, and improves the comprehensive network governance system. The draft stipulates provisions on strengthening the promotion of minors' online literacy, standardizing online information content, protecting minors' personal information online, and preventing and controlling minors' internet addiction. It also stipulates corresponding legal responsibilities for relevant illegal acts. In recent years, in accordance with the deployment requirements of the Central Committee of the Communist Party of China and the State Council, relevant departments have actively carried out network protection work for minors, issued a series of policy documents, and created a special chapter on "network protection" in the revision of the Law on the Protection of Minors. During the drafting and review process of the "Regulations on the Protection of Minors on the Internet (Draft)", the Ministry of Justice and the National Cyberspace Office have repeatedly solicited opinions from the public. After repeated research and argumentation, the draft has been revised and improved multiple times, striving to protect the legitimate rights and interests of minors from the legislative level and create a clean and upright online space. The relevant person in charge of the Ministry of Justice stated that the formulation of the "Regulations on the Protection of Minors' Network" has been included in the 2023 legislative work plan of the State Council.
