The "2023 Home Economics Action Plan for Promoting Agriculture" formulated by 16 departments including the Ministry of Commerce was announced to the public on July 13th. In terms of expanding employment channels, the plan proposes to guide local organizations to organize reputable and standardized domestic enterprises, seize the time nodes such as holidays and slack farming, and hold supply and demand docking activities in counties (townships, towns) with abundant labor resources. The focus is on promoting and explaining employment policies and other content, and attracting monitoring targets for poverty prevention, local poverty alleviation populations, and low-income rural populations to engage in domestic services. Organize and carry out online "Home Service Recruitment Season" activities to innovate supply and demand docking methods. In terms of improving the quality of employment, the plan proposes to implement a skill upgrade action for domestic service staff and provide free online training for them. Carry out training on household service skills for migrant workers, and encourage them to participate in vocational skills training for migrant workers who are willing to engage in household services in key counties for national rural revitalization and centralized resettlement areas for poverty alleviation and relocation. A number of practical training programs have been launched to address the shortage of domestic services such as elderly care and infant care. Cultivate a group of professional domestic service talents for emerging professions such as storage and sorting, on-site cooking, and home decoration and beautification. In terms of strengthening tracking services, the plan proposes to focus on the employment progress of poverty-stricken populations and monitoring targets to prevent them from returning to poverty, and guide them to achieve employment in the domestic service industry. Encourage regions with conditions to publish salary price information for domestic service staff, and guide domestic enterprises to establish and improve salary distribution systems that meet the characteristics of skilled talents. Promote the use of demonstration samples of domestic service contracts to protect the legitimate rights and interests of domestic consumers, servers, and enterprises. In terms of improving supporting policies, the plan proposes to supervise and guide domestic enterprises to sign labor contracts or service agreements with laborers from key counties for national rural revitalization and relocation areas. Strengthen the protection of the rights and interests of workers in flexible employment and new forms of employment. For key groups such as migrant workers, laid-off and unemployed individuals, and those facing employment difficulties engaged in domestic and individual businesses, they shall enjoy policies such as entrepreneurship guarantee loans, tax incentives, and entrepreneurship subsidies in accordance with regulations.
