Suggest further standardizing the online training industry, improving law enforcement mechanisms, and strengthening source governance

In recent years, with the help of "Internet plus", the online training industry has developed rapidly. While many consumers enjoy high-quality training services across spatial distances, there are also problems such as poor quality of online training courses, induced consumption, and false advertising. How to further standardize the online training industry, protect the legitimate rights and interests of consumers, and promote the healthy development of the industry? The reporter interviewed some readers, experts, lawyers, industry insiders, and others to provide suggestions for further standardizing the online training industry and promoting its healthy development. As a Prepayment for service, online training should establish and improve the evaluation mechanism and bring it into the regulatory perspective. In February this year, Mr. Liu complained on the People's Daily Online "Leaders Bulletin board" that in April 2020, he signed up for the training course of "Class I Fire Engineer" in an online training institution and paid a one-time fee of 9490 yuan. After a period of training and learning, the training course video suddenly stopped updating, the school customer service phone couldn't be reached, and the training teacher also lost contact. Mr. Liu consulted the relevant department in the place where the training institution was registered, and the department replied that this was a refund problem for Prepayment for service, which would help Mr. Liu solve, but it was difficult to solve. As a business marketing model, Prepayment for service is widely used in catering, retail, fitness, beauty salons and other industries, but it also causes many problems in the use process, the most prominent of which is the asymmetry of information between consumers and businesses. If businesses do not provide services as promised, it will be difficult for consumers to refund and safeguard their rights. The online training industry generally adopts a "pay first, listen later" model, where transactions and services are completed online. Consumers and training institutions are mostly in one-on-one contact, and they rarely meet, highlighting the contradiction of information asymmetry. Once there are course quality issues or disputes, training institutions often procrastinate and do not face the problem directly, and consumers are often powerless to protect their rights and can only settle them. According to relevant regulations of the Ministry of Commerce, card issuing enterprises shall, within 30 days from the date of carrying out single purpose card business, handle the filing procedures in accordance with regulations and establish a fund custody account. Jiangsu and other regions have also introduced prepaid card management measures in recent years. But these measures only apply to the retail industry, accommodation and catering industry, and resident service industry. In June 2022, relevant departments in Beijing issued the "Regulations on the Management of Single Purpose Prepaid Cards", which clearly stipulated that single purpose prepaid cards refer to physical or virtual vouchers issued by operators to consumers through advance payment of funds, allowing consumers to redeem goods or services in installments only within the scope of cooperation between operators and their partners, and incorporating the online training industry into regulatory vision. However, due to its unique nature, some issues in the online training industry still need to be further clearly defined. For example, some training institutions consider submitting video URLs or transmitting video course packages as having obtained all courses, regardless of whether consumers have started learning the courses. Ms. Zhu, a reader in Dongguan City, Guangdong Province, said that she had purchased 3-year courses in Traditional Chinese medicine and undergraduate courses in Chinese language and literature from an online training institution, which cost nearly 9000 yuan in total. But four days after paying the fee, Ms. Zhu believed that the quality of the course did not meet her expectations and requested a full refund. However, the training institution believed that Ms. Zhu had already received most of the course materials and could only refund 3000 yuan
