He said that the formulation and implementation of legislative plans is a manifestation of the Party's strengthened leadership over legislative work, a means for the People's Congress to play a leading role in legislative work, and a process of absorbing public opinion and gathering people's wisdom. In formulating legislative plans and doing a good job in legislative work, we should implement the Mass line, play the role of deputies to the National People's Congress, reflect the wishes of the people, and make legislation relevant, check people's conditions, gather people's wisdom, and benefit the people's livelihood. Zhao Leji pointed out that we should make overall arrangements for important legal bills to be submitted to the National People's Congress for deliberation, so that deputies can directly participate in the deliberation and voting on legal bills. Before the meeting, representatives should be organized to study and discuss the legal proposal in advance, and the legislative background, review status, and key issues should be reported to the representatives, in order to prepare for participating in the review and voting at the meeting, improve the quality of the review, and ensure the successful completion of legislative tasks. Zhao Leji pointed out that the deliberation of deputies' bills and handling of deputies' suggestions should be closely combined with legislative work. During the first session of the 14th National People's Congress, out of the 271 bills proposed by representatives, 268 were related to legislation and amendment; Many of the representative's suggestions also involve legislative work. We need to carefully study the content of proposals and suggestions to absorb representatives, and reflect their insightful insights into the preparation of legislative planning and the revision of legal drafts. We need to expand the breadth and depth of representatives' participation in the legislative work of the Standing Committee, and actively invite representatives, especially grassroots representatives, to participate in various stages of legislative research, drafting, argumentation, review, and evaluation, and listen to representatives' opinions through multiple channels.
