Discipline Inspection and Supervision Organs Accurately Administer Formalistic Bureaucracy Issues and Correct the Deviation of Political Performance View
2023-06-30
Formalistic bureaucracy hinders the implementation of the Party Central Committee's decision-making and deployment, wastes national resources, and severs the flesh and blood connection between the Party and the people. It is a major enemy of the development of the Party and the country's cause. The Second Plenary Session of the 20th Central Commission for Discipline Inspection made important arrangements for rectifying formalistic bureaucracy. Discipline inspection and supervision organs at all levels are closely monitoring arbitrary use of power and actions, and accurately addressing formalistic bureaucratic issues such as failure to respect laws, objective reality, and the needs of the masses, blind decision-making, and irregular decision-making. They urge and guide party members and cadres to establish a correct view of political performance, and form a good atmosphere of truly focusing on practical work and taking responsibility. Chen Jiadong, the former director of the Standing Committee of Xiamen Municipal People's Congress in Fujian Province, designed and built the opera house project in pursuit of "political achievements" in a short period of time. Because the investment scale was too large and did not conform to the reality, it was ultimately reduced to a "half baked project"; Wang Xijing, the former secretary of the CPC Licang District Committee in Qingdao, Shandong Province, and a first level inspector, without feasibility study and demonstration, asked several state-owned enterprises to borrow money to invest and forcibly promote a construction project, resulting in a large number of empty buildings and waste. From the cases investigated in recent years, it can be seen that distorted views on political performance and biased views on career are often accompanied by formalistic bureaucracy. Party committees (party groups) at all levels firmly shoulder the political responsibility of managing the party and governing the party, adhere to a political perspective, regard formalism and bureaucracy as an important content of political supervision, and strictly and persistently grasp them. Hubei Province has issued the Guiding Opinions on Promoting the Concretization, Normalization, and Precision of Political Supervision, establishing a list and ledger around the implementation of major decisions and deployments of the Party Central Committee, and identifying and investigating issues that deviate from reality, violate laws, engage in "image engineering" and "face saving engineering". This year, Jilin Province has identified 68 specific tasks for political supervision, focusing on formalistic and bureaucratic issues such as "image engineering", "bonsai piling", and fraud. We will follow up and supervise the entire process. Starting from leading cadres, we will urge all levels of leading cadres to comprehensively examine the formalism and bureaucracy problems that exist in themselves and the local units. According to the annual assessment of the Party Committee and the special assessment of economic development, Hebei Province sent personnel to participate in the special Democratic life meeting of the Party organization of sub units such as assessment C to prevent them from being eager for quick success and instant benefit, blindly working hard, and making illegal decisions in order to speed up their work. Keeping a close eye on key areas and projects, the Hubei Provincial Commission for Discipline Inspection and Supervision has established a hierarchical and classified task list for the supervision of municipal and municipal commissions for discipline inspection and supervision, as well as the supervisory agencies dispatched by the Provincial Commission for Discipline Inspection and Supervision. We will seriously investigate and rectify issues such as violating the new development concept and engaging in high energy consumption, high pollution, and high emission projects. The Supervision Committee of Hebei Discipline Inspection Commission has formulated 35 special supervision opinions focusing on the coordinated development of Beijing, Tianjin and Hebei, the construction of Xiong'an, rural revitalization, and curbing the blind development of "two high" projects. Each opinion has listed the performance, measures, requirements, detailed tasks and measures, and promoted the detailed implementation of political supervision. Focusing on prominent problems, we should be held accountable from strict investigation. "The landscape lighting upgrading and reconstruction project of Jianghan Road Pedestrian Street in Wuhan City was reduced from 143 million yuan to 75 million yuan, and the landscape lighting project in the main urban area of Songzi City was reduced from 96 million yuan to 55 million yuan..." Focusing on the excessive problem of the "landscape lighting process" strongly reflected by the masses, Hubei Provincial Commission for Discipline Inspection supervised
