The Supreme People's Procuratorate recently held a press conference in Beijing to report on the strict punishment of drug crimes by procuratorial organs in accordance with the law and the strengthening of comprehensive drug control work in recent years. The Supreme Procuratorate introduced that the procuratorial organs fulfill their duties of approving arrests and prosecuting in accordance with the law, and crack down on various types of drug crimes. From January 2018 to May 2023, the national procuratorial organs approved the arrest of 373000 drug crimes, accounting for 8% of all criminal cases, a year-on-year decrease of 40%; 467000 people were prosecuted for drug crimes, accounting for 5% of all criminal cases, a year-on-year decrease of 33%. The decrease in data on arrests and prosecutions indicates that the high incidence of drug crimes has been effectively curbed. The procuratorial organs have strengthened investigation and supervision. From January 2018 to May 2023, the national procuratorial organs intervened in over 3000 major drug crime cases in advance, and supervised over 8000 cases filed by over 9000 people; Correct the missed arrest of over 8000 people, and after correction, prosecute over 7000 people; Correcting more than 15000 cases of missed crimes in transfer and prosecution, and correcting more than 8000 cases of missed accomplices. The procuratorial organs should strengthen judicial supervision. From January 2018 to May 2023, the national procuratorial organs filed more than 1100 second instance and retrial appeals against drug crime cases. The procuratorial organs are able to perform their duties in accordance with the law and actively participate in drug control and governance. Not only do we use procuratorial advice to promote social governance in drug control, but we also use digital prosecution to promote the governance of online drug crimes. The press conference revealed that the use of mail and delivery channels to carry out drug trafficking and other crimes showed a sharp rise, and the Supreme People's Procuratorate issued the "Seventh Procuratorial Recommendation" to the State Post Bureau in October 2021; In May this year, the Supreme People's Procuratorate, together with 17 departments including the State Post Bureau, carried out a special action for safe delivery, and cooperated to deepen the construction of safe delivery. In June 2022, the Supreme People's Procuratorate released the 37th batch of guiding cases in response to the emerging new types of drugs and the difficulty of legal application. In addition, the procuratorial organs have always earnestly implemented the requirement of "whoever enforces the law, whoever popularizes the law" and carried out various forms of anti drug propaganda and education activities. At the press conference, the Supreme People's Procuratorate also released ten typical cases of drug control work of the procuratorial organs, including five typical cases of Shi Mouming and Liu Mouming's trafficking and drug transportation, and five typical cases of 17 departments including the State Post Bureau and the Supreme People's Procuratorate carrying out special actions for safe delivery.
