Taking multiple measures to support small and medium-sized enterprises in China

June 27th is the United Nations' Small and Medium Enterprises Day. In recent years, China has taken multiple measures to support the development of small and medium-sized enterprises, promoting them to move towards the high-end of the industrial chain. Small and medium-sized enterprises are the main channels for expanding employment and an important source of technological innovation, as well as an indispensable force in promoting economic and social development. On the 27th, Xu Xiaolan, Deputy Minister of Industry and Information Technology of China, stated that the Chinese government attaches great importance to the development of small and medium-sized enterprises, continuously strengthening policies that benefit enterprises, activate the environment, provide services to help enterprises, innovate and strengthen enterprises, and promote the development of small and medium-sized enterprises through talent, achieving positive results. Data shows that by the end of 2022, the number of small and medium-sized enterprises in China exceeded 52 million, and the operating income of industrial small and medium-sized enterprises above designated size exceeded 80 trillion yuan (RMB, the same below). Behind the above data are the arduous efforts of business owners, employees, and officials. According to data previously disclosed by the Ministry of Industry and Information Technology, in 2022 alone, more than 40 policies were introduced at the central level to support the development of small and medium-sized enterprises, leading to the issuance of over 270 supporting policy documents by local governments. Among them, including the continuous introduction of tax and fee reduction preferential policies. In recent years, China has introduced a series of tax and fee preferential policies to support small and micro enterprises, reducing their operating costs, supporting corporate financing, and encouraging employment. On the basis of implementing the policies introduced in the early stage, China has further improved its tax and fee preferential policies this year, highlighting support for small and micro enterprises and individual businesses, and improving the accuracy and effectiveness of tax preferential policies in areas such as income tax and value-added tax. According to the data released by the State Taxation Administration, from January to April this year, 468.9 billion yuan of new tax cuts, fees reductions and tax rebates were added nationwide. Among them, private economy taxpayers, including private enterprises and self-employed households, have added over 339.3 billion yuan in tax reductions and deferred tax refunds, accounting for over 70% of the total, benefiting the most. In response to financing difficulties, the Ministry of Industry and Information Technology and other departments guide financial institutions to increase their support for small and medium-sized enterprises, and promote the continuous increase in the proportion of credit loans, down loans, and medium to long-term loans. Carry out the "One Chain, One Policy, One Batch" financing promotion action for small and medium-sized enterprises, improve the financing guarantee, fee reduction, reward and subsidy policies, and promote the financing of small and medium-sized enterprises. While relieving difficulties and attracting employment, the authorities also hope that qualified small and medium-sized enterprises can embark on the path of "specialization, specialization, and innovation". Liang Zhifeng, Director of the Small and Medium Enterprises Bureau of the Ministry of Industry and Information Technology of China, introduced that as of now, the Ministry of Industry and Information Technology has cultivated more than 80000 specialized, refined, and new small and medium-sized enterprises, including 8997 specialized, refined, and new "little giant" enterprises. As of the end of May 2023, more than 1420 specialized, refined, and innovative small and medium-sized enterprises have been listed on the A-share market, accounting for 27% of the total number of A-share listed enterprises. Among the newly listed enterprises from January to May 2023, specialized, refined, and new small and medium-sized enterprises accounted for 56%, becoming the main force for listing. In the future, China will increase the support for the development of new "little giant" enterprises, and continue to promote the pilot Digital transformation of SMEs. By 2025, China will strive to cultivate one million innovative small and medium-sized enterprises, 100000 specialized, refined, and new small and medium-sized enterprises, and 10000 specialized, refined, and new "small giant enterprises". At the same time, a group of small and medium-sized enterprises will be cultivated nationwide
