The state implements a responsibility system for marine environmental protection goals and an assessment and evaluation system, incorporating the completion of marine environmental protection goals into the assessment and evaluation content; For the sea areas that have not achieved the goals of marine environmental protection, the main responsible persons of the people's government and relevant departments in the area shall be interviewed, and effective measures shall be taken to rectify them in a timely manner. The interview and rectification situation shall be made public to the society. In response to suggestions from all parties, the second draft stipulates that any unit or individual engaged in activities that affect the marine environment should take effective measures to prevent and reduce marine environmental pollution and ecological damage; The responsible parties for adding regulated sewage outlets should strengthen monitoring of sewage outlets and carry out monitoring and automatic monitoring in accordance with regulations; Add regulations to establish and improve a full chain governance system for nearshore water bodies, sea discharge outlets, discharge pipelines, and pollution sources; Prohibit the discharge of radioactive wastewater that pollutes the marine environment and damages marine ecology into the sea; Clearly establish the marine garbage monitoring system; Clearly state that engineering construction projects shall not illegally discharge pollutants, waste, and other harmful substances into the ocean. In addition, the second draft of the draft makes provisions in strengthening the construction of the marine environmental supervision and management system for land and sea coordination, improving the management of pollutant discharge permits, and the acceptance system for environmental protection facilities.
