The school is only a ten minute drive from the urban area, and most families with conditions have sent their children to the urban school. The dilemma faced by Gaobazhou Town Central Primary School is also a common problem for many rural primary and secondary schools. Since last year, the primary school and junior high school in Panjiawan Tujia people Township have been merged to establish a nine-year Panjiawan primary and secondary school in Yidu City due to the decrease in the number of students. In this situation, how to run rural schools well poses a challenge to the local education department. Zhang Zuhua, director of the Yidu Education Bureau, said: "We must narrow the gap between urban and rural areas, regions, schools and groups in education, and strive to make every child have a fair and quality education, so as to better meet the needs of the people to 'study hard' at home." In June 2022, the report of the 12th Party Congress of Hubei Province proposed to promote the equalization of basic public services in urban and rural areas, and vigorously promote the construction of the education federation. Before the school starts in September 2022, Yidu City will take the urban high school, compulsory education school and education group, preschool education group as the "leading school", and rural schools as the teaching union schools. It will implement the "1+N" form of pair building.
