In recent years, China has adopted a series of policy measures to continuously improve nursing services and enhance the medical experience of the elderly and other people with mobility difficulties. More than 2000 medical institutions across the country have provided more than 60 on-site medical care projects in 7 categories. However, compared to the increasing demand for diversified nursing services among the people, there is still a certain gap in the connotation and extension of nursing services. The action plan proposes four aspects and 19 specific tasks. It is clear that medical institutions should further implement a responsibility system for overall nursing services. Each responsible nurse is responsible for a certain number of patients, and each patient has a relatively fixed responsibility nurse responsible for it. The action plan is clear, supporting qualified medical institutions to actively carry out "Internet plus nursing services" in accordance with laws and regulations, and dispatching qualified registered nurses to provide professional and convenient on-site nursing services for discharged patients, end-stage patients or elderly people with mobility problems at home. Support social forces to establish community-based and chain based nursing centers, nursing stations, and other medical institutions, encourage primary and secondary medical institutions in areas with abundant medical resources to transform into nursing homes, and conditional community health service centers actively provide elderly care services through signing services, patrols, and other methods, effectively increasing the supply of community and home based elderly care services, and accurately connecting with the diversification of elderly people Differentiated nursing service needs. According to the action plan, the ratio of nurses in the entire ward of hospitals at or above the second level to the actual open beds shall not be less than 0.5:1. Priority should be given to ensuring that clinical nursing positions are adequately staffed, and the number of frontline clinical nurses should not be reduced. In principle, the proportion of clinical nursing positions to the total number of nurses in the hospital should not be less than 95%. The action plan is clear, striving to continuously deepen the concept of "patient-centered" over a period of 3 years, and to provide high-quality, efficient, and convenient nursing services covering the entire life cycle of the entire population.
