It is the inherent spiritual soul of the modernization movement. The value system is an organic system composed of value elements, including value scale, value evaluation, value orientation, value pursuit, value goals, and value realization. It reflects whether the modernization movement is "dominated by capital" or "capital serves people", or whether the operation and development of modernization is "dominated by people" or "dominated by things". This is an essential issue of "origin and source, root and soul" that determines the direction and path of modernization development. For a long time, research on modernization has focused on the technical aspects of development forms, processes, and various index designs. For example, industrialization, urbanization, and informatization as driving forces for modernization development, as well as the degree of modernization realization, are considered universal "commonalities" of modernization, and therefore are universal examples designed beyond differences in social systems, ideologies, belief systems, and values, From this, it can be concluded that "all roads lead to modernization" and "modernization of different social systems" ultimately converge.
