Strictly guarding the red line of arable land and securing China's rice bowl
2023-06-25
June 25th is the 33rd National Land Day, and this year's theme is "Saving and Intensive Land Use, Strictly Observing the Red Line of Cultivated Land". This year, China will continue to strengthen the protection concept of integrating the quantity, quality, and ecology of arable land, strictly adhere to the red line of arable land protection, protect arable land like giant pandas, and make every inch of land a fertile land for harvest. The red line of cultivated land is the bottom line for ensuring national food security, which is an important foundation for national security. Data shows that the total amount of arable land in China has achieved a net increase for two consecutive years, with an accumulated increase of over 2 million acres in the two years. At present, the national arable land area has reached 1.914 billion acres. For a country with over 1.4 billion people, solving the problem of eating well is a top priority. From this perspective, continuing to strengthen the "trinity" of arable land quantity, quality, and ecology, promoting the conservation and intensive use of land, and strictly adhering to the red line of arable land are "national affairs" that cannot be slack off and cannot be relaxed at all times. Saving and intensive land use, strictly adhering to the red line of arable land, are inevitable requirements for ensuring national food security and securing one's own livelihood. The report of the 20th National Congress of the Communist Party of China pointed out that we must comprehensively consolidate the foundation of food security, fully implement the shared responsibility of the Party and government for food security, and firmly uphold the red line of 1.8 billion acres of arable land. Indeed, China feeds nearly 1/5 of the world's population with 9% of the world's arable land and 6% of the world's freshwater resources, and its food production has remained above 1.3 trillion kilograms for seven consecutive years. However, whether from the perspective of the complex and volatile external environment, the volatile international market, or the internal resource Carrying capacity of a large population and less land, "food can never be easily passed." On the contrary, we should protect every inch of land under our feet by implementing the strictest farmland protection system, signing a "military order" for farmland protection, and comprehensively implementing the party and government responsibility for farmland protection. Save and intensively use land, strictly adhere to the red line of cultivated land, and combine practical problems to warn, promote and thoroughly improve through case studies. In recent years, in the face of some new signs and problems in the practice of farmland protection in China, the central and local governments have continuously enriched the "toolbox" of governance, improved the level of governance, strengthened strict prevention at the source, strictly controlled the process, and severely punished the consequences. By improving laws, improving technology, and strictly enforcing laws and regulations, a group of typical crimes have been discovered, exposed, and dealt with, and rectification has been urged. For example, in some places, the "top wind" encroaches on cultivated land, excavates lakes for landscaping, and constructs green belts and green passages beyond the standard; Some city and county governments and their departments illegally approve land, illegally acquire land, and lead the promotion of illegal land occupation; In some places, the supplementary farmland is not solid, and some even resort to fraud, and so on. In addition, in reality, there are also some areas where there is a tendency for cultivated land to be "non grain oriented" or "non agricultural oriented". Various behaviors have seriously impacted the red line of arable land, harmed the interests of the people and the overall ecological environment, and even endangered national food security. In response to the issues reported by the masses and discovered by law enforcement inspections, it is necessary to strengthen tracking and governance one by one, warn with cases, and promote thorough reform. Saving and intensive land use, strictly adhering to the red line of cultivated land, while ensuring quantity, we must also improve quality. Cultivated land protection itself is a part of ecological protection, and it is necessary to coordinate the protection and development aspects. Data shows that about 60% of China's arable land is not of high quality. National High Standard Farmland Construction Plan (202)
