Since the beginning of this year, various regions have increased their efforts to attract foreign investment and accelerated the signing and implementation of foreign investment projects. In the first four months, the number of newly established foreign-funded enterprises in China has increased by 31.1% year-on-year, and the actual amount of foreign investment used has reached 499.46 billion yuan, an increase of 2.2% year-on-year. Among them, the actual use of foreign investment in the manufacturing industry increased by 4.1% year-on-year; The actual use of foreign investment in high-tech industries increased by 12.8% year-on-year. These projects have played a positive role in optimizing the industrial structure, promoting regional coordinated development, and helping to build a Dual circulation. Next, the National Development and Reform Commission will fully integrate the international high standard market rule system, promote the construction of a new system for a higher level of Open economy, and steadily expand the institutional openness of rules, regulations, management, standards, etc. Focus on carrying out three aspects of work. On the basis of evaluating the implementation effect of the negative list of foreign investment access in recent years, the National Development and Reform Commission will deeply understand the demands of local governments and foreign-funded enterprises to expand foreign investment market access, and study measures such as reducing the negative list of foreign investment access in Hainan Free Trade Port. Thirdly, we will further promote and provide services for foreign investment.
