According to the website of the Ministry of Finance, in order to further improve the registration of state-owned capital property rights of enterprises affiliated with central party and government organs and public institutions, and strengthen the basic management of state-owned capital of enterprises, the Ministry of Finance recently issued the "Interim Measures for the Administration of State owned Capital Property Rights Registration of Enterprises Affiliated to Central Party and government organs and public institutions" (hereinafter referred to as the "Interim Measures"). The "Interim Measures" clearly state that the Ministry of Finance is the management department for the registration of property rights of enterprises under the department, responsible for formulating rules and regulations for the registration of property rights of enterprises under the department and organizing their implementation; Design and supervise the production of the "Property Registration Certificate" and establish a department owned enterprise property registration information system; Responsible for the registration of property rights of first level enterprises under the department, confirming the ownership relationship of property rights in accordance with the law, and issuing, replacing or retrieving the Property Rights Registration Certificate; Guide central departments to carry out property rights registration work for enterprises at or below the second level under their jurisdiction; Supervise and inspect the registration of property rights and other responsibilities of enterprises under the jurisdiction of the department. The Provisional Measures also clarify the responsibilities that administrative institutions that directly invest in establishing or managing enterprises should fulfill as the host unit: 1. In accordance with the regulations and requirements for the registration and management of property rights of departmental enterprises formulated by the Ministry of Finance and the management requirements of central departments, guide and supervise the registration of property rights of enterprises affiliated with their own units; 2. Review the property registration materials of the affiliated enterprises of our unit, provide audit opinions, and report them level by level; 3.
