The reporter learned from the National Health Commission that the National Health Commission, the National Development and Reform Commission, the Ministry of Finance and other six departments jointly issued a notice recently, announcing 81 pilot cities (Prefecture-level city and districts of municipalities directly under the Central Government) for the construction of compact urban medical groups, including Chaoyang District of Beijing, Datong City of Shanxi Province. According to the previously released "Pilot Work Plan for the Construction of Tight City Medical Group", the Tight City Medical Group will be responsible for providing integrated and continuous medical and health services such as disease prevention, diagnosis, treatment, nutrition, rehabilitation, nursing, and health management to residents within the grid. The compact urban medical group is composed of a leading hospital and member units internally. The leading hospital is generally a comprehensive hospital at the prefecture and district levels (including traditional Chinese medicine hospitals), and at least one-third of the outpatient number sources and quarter of the inpatient beds should be transferred to the family doctor contract service team or grassroots medical and health institutions. Contracted residents who have undergone grassroots referral can have priority treatment, examination, and hospitalization. The leading hospital focuses on providing diagnosis and treatment services for critical and complex diseases, responsible for receiving referral patients, and orderly transferring patients who meet the referral criteria to member units. In principle, member units should at least include secondary comprehensive hospitals or medical institutions that can provide diagnosis and treatment of common and chronic diseases, emergency and critical care, and lead hospitals to transfer patients to continuing medical services. At the same time, the compact city medical group plans to build a resource sharing center for medical inspection, Medical imaging, ECG diagnosis, pathology, disinfection supply, etc., to achieve mutual recognition of inspection results within the compact city medical group, establish a telemedicine collaboration network covering all units of the medical consortium, and improve the allocation and use efficiency of medical resources. The National Health Commission stated that by the first half of 2023, the pilot cities will complete the grid layout of close urban medical groups; By the end of 2023, supporting policies for system integration will be basically formed; By 2025, the management system of medical groups in pilot cities will be more scientific, the operating mechanism will be more perfect, the service model will be more optimized, the supply and demand of medical resources will be more matched, the medical treatment pattern will be more reasonable, and the pilot work will form replicable and promotable beneficial experiences.
