The compact urban medical group is composed of a leading hospital and member units internally. The leading hospital is generally a comprehensive hospital at the prefecture and district levels (including traditional Chinese medicine hospitals), and at least one-third of the outpatient number sources and quarter of the inpatient beds should be transferred to the family doctor contract service team or grassroots medical and health institutions. Contracted residents who have undergone grassroots referral can have priority treatment, examination, and hospitalization. The leading hospital focuses on providing diagnosis and treatment services for critical and complex diseases, responsible for receiving referral patients, and orderly transferring patients who meet the referral criteria to member units. In principle, member units should at least include secondary comprehensive hospitals or medical institutions that can provide diagnosis and treatment of common and chronic diseases, emergency and critical care, and lead hospitals to transfer patients to continuing medical services.
