Located in the eastern part of Wanning City, Hainan Province, Gangbei Xiaohai is the largest inland lagoon in China. The disorderly expansion of aquaculture, direct sewage discharge, and upstream ecological damage in earlier years have caused a series of water environment and ecological problems for the Wanning kelp. In response to these issues, Wanning City has carried out a comprehensive rectification activity of "Blue Bay", promoting the continuous improvement of water quality through measures such as retreating ponds, intercepting sewage, creating a suitable environment for mangrove growth, planting and repairing mangroves. The changes in Wanning Xiaohai are a microcosm of wetland protection in Hainan. From May 24th to 27th, Ding Zhongli, Vice Chairman of the Standing Committee of the National People's Congress, led the Wetland Protection Law Enforcement Inspection Team of the Standing Committee of the National People's Congress to conduct inspections in Hainan. The law enforcement inspection team pointed out that Hainan has conscientiously implemented the Wetland Protection Law, and has basically established a responsibility system and work system for implementing the Wetland Protection Law. The effectiveness of wetland protection work has been significant. Using governance power to promote high-quality development of wetland protection. At the report meeting held on May 24th, the law enforcement inspection team heard a report on the implementation of the Wetland Protection Law by the Hainan Provincial Government and relevant departments. Liu Xiaoming, then acting governor of Hainan Province, stated in his report that Hainan continues to strengthen top-level design and improve the wetland protection system. In terms of strengthening legislative coordination, Hainan has successively formulated and revised regulations such as the "Hainan Province Nandu River Ecological Environment Protection Regulations", the "Hainan Province Songtao Reservoir Ecological Environment Protection Regulations", and the "Hainan Free Trade Port Ecological Environment Protection Assessment and Responsibility Investigation Regulations". This year, the revision of the Hainan Provincial Wetland Protection Regulations and the Hainan Provincial Mangrove Protection Regulations has been initiated to ensure better integration with the Wetland Protection Law. In terms of strengthening planning guidance, Hainan has issued a series of planning documents, including the "Overall Plan for Wetland Protection in Hainan Province (2020 2035)", "Hainan Provincial Land Spatial Ecological Restoration Plan (2021-2035)", and "Hainan Provincial Mangrove Restoration Construction Plan (2020 2025)", to carry out spatial planning, layout, and zoning control of wetlands. In terms of strengthening institutional construction, Hainan conscientiously implements the wetland classification management and directory system, actively organizes the application of international and national important wetlands, and has successively released two batches of provincial-level important wetland protection directories, continuously improving the standardization, specialization, and scientific level of wetland management and protection work. At present, there are 1 internationally important wetland, 3 nationally important wetlands, and 5 provincial-level important wetlands in the province. By establishing a natural reserve for mangrove wetlands, mangroves will be included in the scope of ecological public welfare forests, and management and protection will be strengthened. At present, a total of 21 wetland type natural reserves have been established in the province, with a total area of 21531.75 hectares.
