From May 30 to June 1, 2023 local time, China was elected as the Vice President of the United Nations Educational, Scientific and Cultural Organization's 1970 Convention on the Means of Prohibiting and Preventing the Illegal Import, Export, and Transfer of Ownership of Cultural Property for the first time at the 7th Conference of the States Parties and the 11th Subsidiary Committee Meeting held in Paris, France. China was successfully re elected as a member of the Subsidiary Committee and was also elected as the Vice President of this Subsidiary Committee Meeting. The 1970 Convention is the most important international legal instrument in the field of combating illegal trafficking in cultural property and the recovery and return of lost cultural relics. Currently, there are 143 contracting parties. The Presidium of the Conference of the States Parties is responsible for coordinating the Conference, promoting the implementation of various resolutions of the Conference, as well as the work related to the Convention in the election group. The subsidiary committee is the compliance supervision mechanism and core governance body of the convention, playing a key role in determining the development direction of the convention and enhancing its implementation effectiveness. The successful election of the Vice President of the Assembly of States Parties and a member of the Subsidiary Committee is an important achievement that China has achieved in recent years by actively participating in the work of the Assembly of States Parties, fulfilling its responsibilities as a member of the Subsidiary Committee, and conducting international cooperation to combat illegal trafficking in cultural property and promote the return of lost cultural relics. It will be beneficial for China to enhance its voice in the 1970 Convention and effectively voice the loss of cultural heritage, Further strengthen bilateral and multilateral cooperation in this field, deeply participate in international governance of cultural heritage, and lead the construction of a new international order for the recovery and return of lost cultural relics.
