On May 29th, the Guangzhou Railway Transport Intermediate Court held a press conference to release a report on the administrative litigation situation in Guangzhou for 2022 and the top ten typical cases of administrative litigation in 2022. The reporter learned from the press conference that in 2022, Guangzhou Railway's two level courts received a total of 22494 new administrative cases of various types, a year-on-year decrease of 5.51%. Among them, 5847 new administrative litigation cases of first instance were received, a year-on-year decrease of 22.07%, achieving the "two consecutive drops" since 2021. The report shows that over the past year, the Guangzhou Railway Court has integrated administrative trials into the construction of the "dual zones" and three major platforms, promoting the orderly construction of major national, provincial, and municipal projects in accordance with the law, fully serving the construction of a market-oriented, legal, and international business environment, and promoting high-quality economic and social development and the construction of a rule of law government. A total of 6409 first instance administrative litigation cases were concluded in accordance with the law, with a loss rate of 11.3%, a year-on-year decrease of 2.58 percentage points. The head of Guangzhou's administrative organs continued to maintain a good momentum in their appearance in court, with 2045 cases concluded and appearing in court. At the same time, the Guangzhou Railway Court has achieved solid results in the substantive resolution of administrative disputes through the construction of a new model for the full process of substantive resolution of administrative disputes, such as "mediation+rapid arbitration+fine review". Taking the Guangzhou Administrative Dispute Mediation Center and Huangpu Workstation, which have been established since May 2022, as an example, more than 80 representatives of the National People's Congress, members of the Chinese People's Political Consultative Conference, university professors, and legal practice experts have been invited to join the team of special mediators. The center has been operating for half a year and has organized joint mediation of 1356 administrative cases, resulting in 1001 cases of mediation and withdrawal, with a recall rate of 73.8%.
