How Metropolis Helps Biodiversity Conservation
2023-05-31
The latest released "List of Terrestrial Wildlife in Beijing (2023)" shows that the number of terrestrial wildlife species in Beijing has increased to 608, including 515 bird species. Monitoring data shows that compared to 10 years ago, there have been nearly a hundred more bird species in the city. Experts have stated that in recent years, Beijing has strengthened its ecological environment construction, protected the habitats of wild animals and plants, and created a good ecological environment for their reproduction and reproduction. Beijing has become one of the most diverse metropolises in the world. In terms of protecting rural biodiversity, Beijing adheres to green development, strict industry access, and focuses on the core functions of ecological conservation and construction. Based on local resource endowments, it builds beautiful villages and develops green industries. Taking the Miyun Reservoir Basin as an example, Beijing has established a compensation mechanism for villagers around the reservoir, stipulated a fishing ban period, and constructed a water ecological protection pattern of "one reservoir, one ring, three zones, and multiple corridors" with the water space within the 155 meter elevation range of the reservoir as the core and the land ring space of the first level protection zone as the buffer barrier. In terms of urban biodiversity conservation, Beijing has built 295 biodiversity conservation communities, including parks, communities, parks, and campuses. In these communities, relevant departments organize public monitoring training and science education activities to provide a suitable living environment for wildlife. In terms of biodiversity protection in mountainous areas, Beijing has continuously strengthened ecological construction, with a forest coverage rate of 67.07% in mountainous areas, consolidating the foundation of regional biodiversity protection. According to reports, the number of various nature reserves in Beijing has reached 79, providing localized habitats for 608 species of terrestrial vertebrates and 2088 species of higher plants. The shallow mountain area has a beautiful ecological environment, diverse biological species, and abundant mineral resources, making it an important ecological source and barrier in the capital. Beijing has formulated the "Beijing Shallow Mountain Area Protection Plan (2017-2035)" to explore the implementation of diversified ecological protection compensation measures. Biodiversity protection cannot be separated from the protection of the rule of law. In terms of justice, Beijing continuously enriches the "procuratorial+" model for ecological environment protection, deepens the "execution connection", supports administrative agencies in carrying out ecological environment damage compensation work in accordance with the law, and lays a solid judicial foundation for biodiversity protection. Local regulations such as the "Beijing Ecological Conservation Zone Ecological Protection and Green Development Regulations" and the "Beijing Soil Pollution Prevention and Control Regulations" have been successively introduced, continuously tightening biodiversity protection measures and strengthening legal responsibilities for biodiversity protection. As a metropolis, Beijing has continuously carried out ecological civilization construction and environmental protection work, and has achieved significant results in biodiversity protection. It is a representative of the continuous improvement of the ecological environment and the continuous enrichment of biodiversity in China's metropolitan areas. In the past 10 years, guided by the concept of ecological civilization, major cities such as Shanghai, Chongqing, and Tianjin have built a scientific system for land space development and utilization, strengthened ecological environment protection, promoted green development, and made significant progress in biodiversity conservation. These metropolises, as important nodes for national ecosystem protection, have adopted spatial planning and specialized measures tailored to local conditions based on their respective functional positioning and regional characteristics
