Medical quality and safety are directly related to the sense of gain of the people, and are important guarantees for people's health and the cornerstone of the development of the health industry. The National Health Commission and the National Administration of Traditional Chinese Medicine recently jointly issued the Action Plan for Overall Improvement of Medical Quality (2023-2025) to promote continuous improvement of medical quality and ensure medical safety. The action plan proposes 28 specific measures and 5 special actions, including basic quality and safety management, key links and behavior management, and quality and safety management system construction. The 28 specific measures include the following three main contents. In terms of basic quality and safety management, efforts will be made to strengthen the quality and safety management of weak links such as emergency, outpatient, daytime, surgery, and patient follow-up; In terms of key links and behavior management, medical institutions will be guided to improve the quality and safety of the entire diagnosis and treatment process; In terms of weaving a quality management network and improving work mechanisms, we will explore the establishment of a "quality first" performance management mechanism, strengthen goal orientation, fully leverage the baton role of assessment and evaluation, and supervise and guide medical institutions to implement relevant work requirements. The five special actions include operation quality and safety improvement action, "wall breaking" action, medical record connotation quality improvement action, patient safety special action and "weaving web" action. Through the implementation of the above special actions, specific requirements and objectives were put forward for the operation quality and safety management, the establishment of a "disease chain" diagnosis and treatment model, the quality of medical records, patient safety management, and the construction of quality control organization system. In addition, the action plan also requires the main leaders of medical institutions to personally study and lead, implement detailed work, strengthen basic medical safety management, strengthen daily monitoring, analysis, and feedback of medical quality and safety, and promote the smooth implementation of the action.
