The third meeting of the Standing Committee of the 16th People's Congress of Beijing recently passed the "Beijing Regulations on the Protection of Minors". The regulations propose that Beijing promote the creation of a child friendly city, safeguarding the legitimate rights and interests of minors from social protection, network protection, government protection, judicial protection, and other aspects. The regulations consist of nine chapters, including general provisions, family protection, school protection, social protection, network protection, government protection, judicial protection, etc. The regulations stipulate that no commercial entertainment venues, bars, internet access service venues, or other places unsuitable for minors' activities shall be set up within 200 meters of schools and kindergartens; Smoking outlets are not allowed to be set up within 100 meters of schools and kindergartens; Alcohol and lottery sales outlets are not allowed to be set up within a certain range around schools and kindergartens. The specific scope shall be determined and announced by the Beijing Municipal Department of Commerce, Civil Affairs, Sports, and other departments. The regulations propose that online education network products and service providers targeting minors should comply with content review regulations, and shall not insert online game links or push advertisements or other irrelevant information related to teaching. At the same time, online live streaming training should be set with reasonable time periods and durations to ensure the rest time for minors. The regulations propose that Beijing establish a hotline for the protection of minors based on the 12345 Citizen Service Hotline, with dedicated personnel responsible for accepting and referring appeals related to the legitimate rights and interests of minors, collecting opinions and suggestions, and providing consultation and assistance on the protection of minors; Specialized personnel should be familiar with the physical and mental characteristics of minors and receive regular specialized training; The hotline for the protection of minors should include consultation, reporting, accusation, and reporting in the Beijing immediate handling system. The regulations will come into effect on June 1, 2023. (New News Agency)
