Promote small and medium-sized rural settlements to become the "new benchmark" for rural revitalization, pay close attention to the key work of employment assistance, industrial development, Community Governance, social integration, and facility improvement, firmly hold the bottom line of not returning to poverty on a large scale, continue to strengthen the endogenous development momentum of relocation areas and relocated people for poverty alleviation, and ensure that relocated people are stable, have jobs, and gradually become rich, To lay a solid foundation for promoting high-quality development in poverty free areas and realizing Chinese path to modernization as scheduled. The Action Plan specifies over 20 key tasks in four aspects. Firstly, we will carry out a special action to provide employment assistance to relocated people. The second is to increase the development of follow-up industries in the resettlement area. The Action Plan emphasizes the need to strengthen financial support, connect and promote rural revitalization subsidies from the central government, and continue to support the follow-up support work for poverty alleviation and relocation within the central budget. Construction projects that meet the conditions in resettlement areas will be included in the scope of local government special bond support. We need to strengthen policy guarantees, further strengthen the guarantee of land use plan indicators for subsequent support projects for poverty alleviation and relocation in relocated areas, and continue to carry out inter provincial circulation and inter provincial adjustment of surplus indicators linked to increase or decrease. Make the centralized resettlement area a key area to prevent large-scale poverty return, and continuously strengthen monitoring and assistance.
