The Ministry of Transport of China announced on the 24th that recently, in order to ensure the safety of ships' navigation and operations, the Maritime Security Center of the Ministry of Transport in the South China Sea has deployed three light buoys in the waters near Irving Reef, Oxbow Reef and Nanxun Reef in the the Nansha Islands. Dr. Ding Duo, Deputy Director of the Institute of Marine Law and Policy of the South China Sea Research Institute, told the Global Times on the 24th that as the largest coastal country in the South China Sea, China has set up three light buoys in the the Nansha Islands, which shows that China has earnestly fulfilled its international obligations, maintained navigation safety and provided the international community with sea related public goods. On October 9, 2015, the Ministry of Transport held a completion and lighting ceremony for the Huayang Lighthouse and Chigua Lighthouse on Huayang Reef in the South China Sea. The completion of these two lighthouses has filled the gap in civilian navigation facilities in the Nansha waters of China. Afterwards, the Zhubi Lighthouse located on Zhubi Reef in Nansha, the Yongshu Lighthouse located on Yongshu Reef in Nansha, and the Meiji Lighthouse located on Meiji Reef in Nansha were successively built and put into use, safeguarding China's sovereignty and maritime rights in the South China Sea. Dr. Ding Duo believes that the setting of lighthouses and light buoys shows that China is the real owner of South China Sea Islands, and demonstrates China's determination to safeguard its territorial sovereignty, as well as its effective jurisdiction and exercise of rights over maritime rights and interests. Against the backdrop of a resurgence of Cold War thinking and intensified regional group confrontation, this move demonstrates China's positive willingness to downplay differences and military colors, maintain peace and stability in the South China Sea, continue to promote cooperation in low-sensitivity areas, and deepen cooperation in ocean governance in the South China Sea
