Under the leadership of the United Nations Office for the Coordination of Humanitarian Affairs, the international community has taken various measures to provide humanitarian assistance to countries in the Horn of Africa, but humanitarian funding remains severely insufficient. I hope that this meeting will be beneficial for the international community to further pay attention to the humanitarian needs of the Horn of Africa, provide effective, timely and sufficient international support and assistance to regional countries, and combine short-term assistance with long-term development to address both the root cause and root cause of the problem, taking into account the needs of regional countries. Wang Hongbo said that as a good friend and partner of countries in the Horn of Africa, China takes into account the short-term difficulties and long-term needs of regional countries, and does its best to help them cope with humanitarian challenges. In 2022, to support countries in the Horn of Africa in responding to severe drought, China provided two batches of emergency food aid to Ethiopia, Djibouti, Eritrea, and Somalia. In addition, China has provided many batches of locust eradication materials, COVID-19 vaccine and other emergency humanitarian assistance to countries in the region. China has also provided multiple food aid packages through the World Food Programme, actively supporting South South cooperation under the framework of the United Nations Food and Agriculture Organization, in order to better benefit regional countries and people. He said that China holds high the banner of peaceful development and works with regional countries to promote the implementation of the "Concept of Peaceful Development in the Horn of Africa". In early 2022, China proposed a vision to support the triple challenges of national security, development, and governance in the Horn of Africa region. The Special Envoy of the Chinese Ministry of Foreign Affairs for the Horn of Africa is actively carrying out shuttle diplomacy in the region. China supports regional countries in hosting the first Horn of Africa Peace Conference, widely gathering peace consensus among all parties, actively promoting the cooling of regional hotspot issues, and supporting the domestic peace process in Ethiopia. China also focuses on the long-term development of regional countries and actively promotes the implementation of the "Nine Projects" of the Forum on China Africa Cooperation in the region, especially in implementing cooperation in food and agricultural technical assistance, drilling wells for water supply, drought resistance and disaster reduction, and supporting regional countries to effectively improve their food production capacity and economic development resilience. China is also willing to actively explore trilateral cooperation with all parties on the basis of respecting the wishes of the countries in the Horn of Africa, and work together to help the Horn of Africa become a corner of peaceful development and a corner of win-win cooperation.
