2023-05-25
Spring flowers, summer shade, autumn colors, winter charm... Landscape greening projects are livelihood projects that enhance the city's image, enhance people's sense of gain, and meet people's aspirations for a better life. In recent years, the total amount of funds invested and the number of engineering projects in various regions have steadily increased. However, a small number of party members and cadres have expanded their selfish desires and acted recklessly, resulting in some financial funds being wasted and some landscape greening projects having low quality. What are the common phenomena of rent-seeking and profit transmission in landscape greening projects? What is the reason and how to prevent it? The reporter conducted an interview. In response to issues such as taking care of projects, breaking them into parts to avoid bidding, and promoting the institutionalization, standardization, and procedural construction of key links, I truly felt panic when I learned that the district discipline inspection and supervision commission was conducting an inventory of the district's landscaping engineering projects... "In April 2022, Li Pingzhou, the former director of the landscaping service center of the Chenggong District Urban Management Bureau in Kunming City, Yunnan Province, who was detained, was deeply remorseful. According to investigators, Li Pingzhou has held key positions in this field for many years and is very familiar with relevant policies, processes, and information, but he has used this to gain personal gain. From 2016 to 2018, Li Pingzhou helped his boss Miao undertake engineering projects such as the greening and renovation of Lianjie Street in Kunming, the replacement and replanting of frozen seedlings, the greening and landscape improvement of Caiyun Road, and the cultivation and management of roses. Miao gave Li Pingzhou 1.1 million yuan as a reward for his kindness. This is also Li Pingzhou's last bribery. In July 2022, Li Pingzhou was expelled from the Party and from public office; In October 2022, he was sentenced to four years and seven months in prison for committing the crime of bribery, and was also fined RMB 320000. According to relevant regulations on bidding and tendering in various regions, projects exceeding a certain amount should be publicly tendered, but some people avoid it by "splitting the bidding and breaking it into parts". After investigation, it was found that Li, the then General Manager of Sanmen County Binhai Industry and Trade Real Estate Co., Ltd. in Zhejiang Province, signed these two contracts with the same company and the same person in charge on the same day. The amount was controlled within 300000 yuan and could be exempted from public bidding. The two contracts were only the difference between the terms' green space 'and' arbor ', "said a relevant person in charge of the Second Discipline Inspection and Supervision Group dispatched by the Sanmen County Discipline Inspection Commission, Li privately decided to split the 410000 yuan agricultural expo garden greening and maintenance project into two contracts worth 119000 yuan and 291000 yuan. In February 2023, Li was given a disciplinary warning within the party due to illegal contracting of projects and other behaviors. The hidden tricks are not just in the bidding process. On February 24, 2023, Hua Fang, a former party member and deputy director of the Housing and Urban Rural Development Bureau in Qiantang District, Hangzhou City, Zhejiang Province, was sentenced to three years and six months in prison and fined 250000 yuan for bribery. In the past decade or so, Huafang illegally intervened in landscape greening projects, engaged in power and money transactions in related construction acceptance, fund allocation, and other links, and received bribes of over 1.42 million yuan. In 2012, Shen, the head of the project department of a certain municipal garden construction company in Hangzhou, approached Hua Fang, who was then the head of the Digital Urban Management Department of the Hangzhou Economic and Technological Development Zone Urban Management Office (responsible for the greening work), hoping to provide assistance for the large tree planting project he was undertaking. Hua Fang understands and understands
