Recently, the State Council approved the expansion of the pilot program for cross provincial marriage registration for mainland residents. After this adjustment, 21 provinces (autonomous regions, municipalities directly under the central government), including Beijing, Tianjin, Hebei, and Inner Mongolia, will implement a pilot program of "cross provincial unified marriage and divorce registration". According to the pilot rules, marriage registration parties who are not local registered residence registration can apply for marriage registration at the marriage registration authority at the place where the residence certificate is issued by presenting one party's residence card, both parties' household registers and ID cards, or choose to apply for marriage registration at the place where one party's permanent residence is located. The hope of the people is the direction of the government. This policy pilot has actively responded to public concerns and brought convenience to marriage registration, earning widespread praise as soon as the news spread. At present, population mobility in China has become normalized, and government public services should also follow up and adjust in a timely manner. From this perspective, the "cross provincial integration" of marriage registration is a timely move that meets the needs of social development and conforms to the direction of social development. In fact, the convenient policy of registering marriages in different places is not an exception. In recent years, a series of government reform measures have been successively launched, including the application for ID cards in different regions and the "cross provincial procedures" for vehicle information changes. This not only highlights the people-centered development concept, but also serves as a vivid footnote for the government to actively transform from a management oriented government to a service-oriented government. As the difficulties, pain points, and blockages in the process of government services are gradually resolved, individuals and enterprises enjoy more administrative convenience, and their sense of happiness is significantly enhanced. In the past, various regions failed to achieve "trans provincial universal access", an important reason is that there are differences in marriage registration and registered residence registration management systems in various regions, including differences in management systems, and data standards are not unified. To solve the difficulty of handling affairs in different places, it is necessary to fundamentally open up data channels and achieve the collection, sharing, and interconnection of government data resources. In November 2022, the General Office of the State Council issued the "Guidelines for the Construction of a National Integrated Government Big Data System", which provided important guidance for the system to address issues such as data fragmentation in various government systems. The government system that connects data will bring more positive changes in the field of "cross provincial communication" in the future, with an increasing number of administrative affairs that can be handled in different places, and the possibility of "nationwide communication" for various administrative affairs.
