The key to building a socialist modern power in all respects is the progress and effectiveness of scientific and technological self-reliance and self-improvement. Only by deepening the reform of the scientific and technological system, consolidating the foundation, enhancing advantages, and filling in shortcomings, and implementing the dominant position of enterprises in scientific and technological innovation from an institutional perspective, can the vitality and competitiveness of the national innovation system be enhanced, a modern industrial system supported by the real economy be built, and a new development pattern be accelerated. To establish a solid foundation, it is necessary to strengthen the support of strategic resources for the dominant position of enterprises in scientific and technological innovation, and continuously improve the overall efficiency of the national innovation system. At the same time, it should also be noted that the dominant position of enterprises in technological innovation is not yet stable, and the proportion of enterprise researchers in major research projects and consulting expert groups is relatively low. Currently, international scientific and technological competition is becoming increasingly fierce. We need to adhere to the system concept, deepen the reform of the scientific and technological system, and promote the gathering of innovative resources to enterprises. Firstly, at the national strategic level, do a good job in top-level design and overall planning, strengthen the interaction between enterprise development needs and national and local strategic needs, and systematically layout innovative resources such as policies, funds, projects, platforms, and talents; Secondly, improve the legal system for scientific and technological achievements in emerging fields, and ensure high-quality research and development through the intellectual property system; Thirdly, strengthen the coordination and integration of strategic technological forces such as enterprises, national laboratories, and research-oriented universities, and cultivate and strengthen world-class technology leading enterprises and "specialized, refined, and innovative" and "unicorn" enterprises. For many years, Chinese enterprises have mainly played the role of technological achievement transformation in the national innovation system. Practice has shown that leading the process of scientific research achievement transformation by enterprises is a fundamental solution to the problems of long transfer and transformation cycles, strong uncertainty, and "non transformation" of achievements. On the new journey, we should promote the "industry university research integration" led by enterprises to upgrade to the "four chain integration" of innovation chain, industry chain, capital chain, and talent chain, forming a collaborative innovation pattern with complementary functions and benign interactions among various innovation entities. Firstly, continuously optimize industrial policies, guide technology leading enterprises to leverage their economies of scale and advantages as "chain leaders" in the industrial chain, support them in leading the formation of innovation consortia closely coordinated by various innovation entities, identify key core technologies and weak links in components, concentrate high-quality resources to jointly tackle key problems, and ensure the independent, controllable, and safe industrial system
