Building high standard farmland is an important measure to enhance the comprehensive production capacity of grain and consolidate the foundation of national food security. In the first quarter of this year, various regions accelerated the construction of key projects such as high standard farmland, and 20 regions launched pilot projects to promote the construction of high standard farmland throughout the region. According to data from the Ministry of Agriculture and Rural Affairs, as of the end of March, over 19 million acres of high standard farmland have been built nationwide this year. The report of the 20th National Congress of the Communist Party of China proposes to gradually build all permanent basic farmland into high standard farmland. The Guiding Opinions on Promoting the Transformation and Upgrading of High Standard Farmland issued by the Ministry of Agriculture and Rural Affairs clearly state that from 2023 to 2030, the average annual transformation and upgrading of high standard farmland in China will reach 35 million acres. Building high standard farmland will effectively improve agricultural production conditions, facilitate the improvement of agricultural equipment level, utilization efficiency of arable land resources, and land output efficiency, and promote farmers' income growth. As of the end of 2022, a total of 1 billion acres of high standard farmland have been built nationwide, which can stably guarantee a grain production capacity of over 1 trillion catties. The construction of high standard farmland is related to food security, which is a major national plan. We must adhere to high quality and strict construction standards. China has a vast territory and there are significant differences in land use among different provinces and cities. This means that when constructing high standard farmland, it is necessary to follow the principles of scientific construction, strengthen technical support, pay attention to quality control, and adopt different construction strategies for different regions and types of land. Land use methods, crop planting structures, and field management models should be determined based on local conditions, scientific planning, and comprehensive consideration of factors such as soil, water conservancy, and meteorology. To promote the construction of high standard farmland, modern technological means such as information technology, precision agriculture technology, intelligent agricultural equipment, etc. can be fully utilized to develop smart agriculture and improve the yield and efficiency of farmland. Adhering to the national standards for high standard farmland, we will gradually implement the leveling and consolidation of farmland, as well as the construction of irrigation and drainage facilities. We will strictly control quality in various aspects such as soil improvement, farmland construction, and field management to ensure that farmland meets high quality standards, coordinate economic, social, and ecological benefits, and thereby improve land use and output rates, enhance the level of agricultural industrialization management, and truly play its role in promoting agricultural income. High standard farmland construction relies on construction in three parts and management in seven parts. It is very important to establish a sound supervision and management mechanism to ensure the implementation of management and protection work in detail. Continuously establish and improve a long-term mechanism of "planning layout construction maintenance assessment supervision correction and improvement", strengthen inspection and supervision of farmland, timely identify and solve problems, and ensure the smooth construction of high standard farmland. Each region can establish a county, township, and village level field head responsibility system, introduce technical supervision forces, and regularly carry out "look back" on-site inspections to check the integrity and management of facilities. For example, in practice, Zhejiang has explored the formation of a four in one agricultural information supervision chain, which includes "field chief inspection, tower probe, satellite remote sensing, and drone aerial photography", which may be worth learning from. In addition, an information disclosure system can be established to promptly disclose relevant information about high standard farmland construction projects to the society for external supervision. Local farmers can also be invited as farmland supervisors for timely supervision and correction.
