The theme of this year's International Biodiversity Day is "From Protocol to Collaboration: Revitalizing Biodiversity". At a press conference held by the Ministry of Ecology and Environment on the same day, Wang Zhibin stated that this theme expressed the beautiful wish to translate the historic consensus reached at the 15th Conference of the Parties to the Convention on Biological Diversity (COP15), the "Kunmeng Framework," into action and work together to create a new situation for global biodiversity conservation. Wang Zhibin introduced that the "Kunmeng Framework" focuses on implementation and effectiveness, and China will take the following actions: first, accelerate the improvement of biodiversity protection policies and regulations. The relevant departments are formulating a national biodiversity conservation strategy and action plan for the new era, and preparing an implementation plan for major biodiversity conservation projects. At the same time, we will actively promote the inclusion of biodiversity conservation in the medium and long-term plans of various regions, departments, and relevant fields, formulate and improve policies and systems related to biodiversity conservation, guide various regions to carry out biodiversity surveys, monitoring, and evaluations, and update the Red List of Biodiversity in China. The second is to continuously optimize the spatial pattern of biodiversity conservation. On the one hand, we will promote the construction of a nature reserve system with national parks as the main body, delineate and strictly abide by ecological protection red lines, and continuously improve on-site protection of biodiversity; On the other hand, optimize the construction of ex situ protection facilities such as animal and botanical gardens, endangered plant expansion and ex situ protection centers, and improve the ex situ preservation and breeding system of biological resources. The third is to strengthen biosafety management and protect biological genetic resources. The relevant departments are promoting the implementation of the Biosafety Law, improving the national biosafety prevention mechanism, and preventing the loss of species resources and the invasion of alien species. Strengthen the investigation, monitoring, early warning, and control of alien invasive species in key areas, and improve the level of alien invasive species control. The fourth is to innovate mechanisms for sustainable utilization of biodiversity. Standardize biodiversity friendly business activities. Carry out activities such as natural education, ecotourism, and health preservation in appropriate areas, and build a high-quality and diversified ecological product system. The fifth is to strengthen law enforcement inspections and accountability. We will continue to carry out special actions such as the supervision and inspection of "Green Shield" nature reserves, and severely crack down on illegal and criminal activities that damage the ecological environment and wild animal and plant resources.
