At the same time, Hebei, Hunan, Chongqing and other places also issued bans on primary and secondary school enrollment exams. Exempting from exams and enrolling nearby is not a new policy, but as the enrollment season approaches, it is reiterated that for many students and parents, it still has a "reassuring" effect. Under the policy of exemption from exams and admission to nearby schools, the channels for competition and certification continue to be banned, and the impulse of prestigious schools to "pinch the tip" continues to be suppressed, while the space for power rent-seeking is compressed as much as possible. When various certificates no longer serve as stepping stones or stepping stones to enter high-quality primary schools, or can also cool down the competition for family education resources at least in the preschool stage to a certain extent, allowing children to grow up in a more age-appropriate way and reducing their academic burden. For schools, it is possible to recruit students of the same quality, rather than being ranked or graded, which will also stimulate greater enthusiasm for education. As an important policy of compulsory education in China, promoting educational equity is a distinct value orientation for nearby enrollment. The strict implementation of the policy of exemption from exams and admission to nearby schools helps to further standardize the order of education enrollment and promote fair opportunities for compulsory education. After years of efforts, basic education in China has been fully popularized, and the problem of "having access to education" for the people has been basically solved. Especially from 2012 to 2021, on the basis of achieving comprehensive popularization, compulsory education in China achieved basic balanced development in counties in just ten years, building another milestone in the history of compulsory education development in China. The rapid popularization and balanced development of compulsory education resources have provided a solid foundation for the in-depth implementation of the nearby enrollment policy. However, it should also be noted that with the improvement of economic and social development level, people's expectations for educational fairness have been constantly upgraded from "having access to education" to "having access to good education". Not only should they be able to easily attend school at home, but they should also attend good schools at home. Driven by the pursuit of higher quality educational resources, parents' enthusiasm for choosing schools has always existed, but under the regulations of nearby enrollment policies, they mainly obtain opportunities to access high-quality educational resources by adjusting their residential locations. However, with the steady progress of supporting policies such as school enrollment, multi school zoning, and teacher rotation and exchange in recent years, the educational resource guarantee and investment attributes of school district housing have been weakened to a certain extent, releasing a clear signal of ensuring educational fairness. Whether it is to solve parents' difficulties in choosing schools or better implement exemption from exams for nearby enrollment to promote educational equity, in the long run, the most fundamental thing is to continuously increase the supply of high-quality resources for compulsory education and promote the balanced layout between urban and rural areas, regions, and schools. The report of the 20th National Congress of the Communist Party of China also pointed out that we should accelerate the high-quality and balanced development of compulsory education and urban-rural integration, and optimize the allocation of regional education resources.
