On April 27, 2023, State Councilor and Minister of Foreign Affairs of the People's Republic of China Qin Gang, Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Kazakhstan Nurtrev, Minister of Foreign Affairs of the Kyrgyz Republic Kurubayev, Minister of Foreign Affairs of the Republic of Tajikistan Muhridin, First Deputy Minister of Foreign Affairs of Turkmenistan Hajiyev The Foreign Minister of the Republic of Uzbekistan, Saidov, jointly held the fourth meeting of Chinese Central Asian Foreign Ministers in Xi'an, Shaanxi Province, China. All parties exchanged views on issues of common concern in a frank, friendly, and constructive atmosphere. 1、 All parties comprehensively reviewed the implementation of the video summit on the 30th anniversary of the establishment of diplomatic relations between China and the five Central Asian countries in January 2022, as well as the outcomes of the three China Central Asian Foreign Ministers' Meetings in July 2020, May 2021, and June 2022. They believe that the China Central Asian mechanism plays an important role in consolidating political mutual trust, deepening exchanges and cooperation, and promoting people-to-people communication, making positive contributions to maintaining peace and stability in the region. 2、 All parties have studied and coordinated the preparations for the upcoming China China Asia Summit, and discussed the content of the summit outcome document. Central Asian countries highly value China's efforts in organizing the China China Asia Summit. The foreign ministries of the six countries will maintain close communication and collaboration to ensure the successful summit and achieve fruitful results. 3、 All parties support further improving the construction of the China Central Asia mechanism and gradually establishing corresponding cooperation platforms in key areas. 4、 All parties reaffirm their respect for the development path they have chosen based on their own national conditions, firmly support each other on core interests such as sovereignty, independence, security, and territorial integrity, and firmly oppose external interference in the internal affairs of the six countries. 5、 All parties fully affirmed the achievements of China's cooperation with Central Asian countries in building the "the Belt and Road" over the past decade, and decided to continue to promote cooperation in building the "the Belt and Road" in accordance with the principles of mutual consultation, joint construction and sharing, and mutual benefit and win-win results, and strive to achieve more substantive results. 6、 All parties support effective measures to enhance the level of economic, trade, investment and financing cooperation among the six countries, strengthen customs and inspection and quarantine cooperation, and promote trade facilitation. 7、 All parties pointed out that connectivity is a priority direction for cooperation between China and Central Asian countries. We will fully implement the "Initiative on Deepening China Central Asian Connectivity Cooperation", create a three-dimensional and comprehensive connectivity network that integrates roads, railways, aviation, ports, etc., and provide more convenient conditions for personnel and goods circulation. 8、 All parties unanimously agree to expand cooperation in agriculture, new energy, e-commerce, green and digital economy, high-tech and other fields, and create new highlights and growth points for cooperation. 9、 All parties emphasize that cultural and people-to-people cooperation helps to strengthen the social and public opinion foundation of China Central Asia relations. They agree to further strengthen exchanges and cooperation in fields such as education, technology, culture, tourism, health, media, film and television, think tanks, etc., promote the establishment of more friendly provinces, states, and cities, expand youth exchanges, and promote group visits. 10、 All parties have decided to continue to cooperate in combating terrorism, separatism, extremism, illegal drug trafficking, transnational organized crime, and cybercrime, and jointly maintain security and stability in the region. 11、 All parties unanimously agree that China and Central Asian countries have the same or similar positions on major international and regional issues, and will
