Therefore, in order to adapt to changes in the situation, promote high-quality development of mining, safeguard and realize the national ownership rights and interests of mineral resources, reasonably adjust the distribution of mineral resource profits, and create a fair competition environment in the mineral resource market, the three departments have revised and issued the "Measures" to improve the collection methods for mining rights concession profits. The above person in charge introduced that the "Measures" continue most of the previous provisions and have refined, adjusted, and supplemented some of them based on the actual situation of expropriation management; In terms of the expropriation management system, promote the advancement of expropriation management policies with the times; In terms of the collection method of transfer proceeds, it alleviates the payment pressure of enterprises; Improved management and service effectiveness in payment and refund; In terms of the connection between new and old policies, the policy of collecting profits from the transfer of new and old mining rights has been classified and clarified. Through the above improvements, the "Measures" have adjusted and clarified the collection and management responsibilities between departments, and made clear provisions on how to determine the collection location for complex situations such as cross provincial and cross city/county mining rights, as well as oil and gas mining rights. The relevant person in charge of the Ministry of Natural Resources, who takes into account both scientific and reasonable considerations, introduced that the "Measures" include 144 minerals with important strategic significance, high exploration risks, and significant impact on the industrial chain in the "Catalogue of Mineral Resources" for the statutory 173 mineral types. The collection is mainly based on the rate of return on mining rights transfer, including all energy, metals, gemstones, water and gas, and most non-metallic minerals. For minerals with low exploration risks such as sand, gravel, and soil, or those that can directly transfer mining rights, they are not included in the "Mineral Category Catalogue" and are still collected based on the amount.
