Recently, the General Office of the State Council issued the "Opinions on Promoting the Stable Scale and Optimal Structure of Foreign Trade" (hereinafter referred to as the "Opinions"). The Opinion points out that foreign trade is an important component of the national economy, and promoting stable scale and structure of foreign trade plays an important supporting role in stabilizing growth and employment, building a new development pattern, and promoting high-quality development. We must fully implement the spirit of the 20th National Congress of the Communist Party of China, make greater efforts to promote the stability, scale, and structure of foreign trade, and ensure the achievement of the goal of promoting stability and improving quality in imports and exports. The Opinion proposes five policy measures, including: firstly, strengthening trade promotion and expanding markets. Promote the comprehensive recovery of domestic offline exhibitions. Further increase support for foreign trade enterprises to participate in various overseas exhibitions, continue to cultivate self owned overseas exhibitions, and expand the scale of exhibitions. Continue to provide convenience for overseas merchants to apply for visas to China. Quickly promote the stable and orderly recovery of international passenger flights, especially those at key domestic aviation hubs. My embassy and consulate abroad have increased their support for foreign trade enterprises, especially small and medium-sized foreign trade enterprises, in expanding their markets. The second is to stabilize and expand the import and export scale of key products. Organize direct customer docking between automotive companies and shipping companies, and guide them to sign medium - and long-term agreements with shipping companies. Ensure reasonable funding requirements for large-scale complete equipment projects. Encourage local governments to ensure the employment needs of enterprises through recruitment services and other means. Accelerate the revision and encouragement of imported technologies and product catalogs. The third is to increase fiscal and financial support. Research and establish the second phase of the Service Trade Innovation and Development Guidance Fund. Commercial financial institutions will further enhance the service capabilities of their branches in the central and western regions in trade financing, settlement, and other businesses. Encourage government financing guarantee institutions to provide financing and credit enhancement support for eligible small and micro foreign trade enterprises. Further expand the underwriting scale and coverage of export credit insurance. Encourage financial institutions to innovate and improve foreign exchange derivatives and cross-border RMB business, and further expand the scale of cross-border trade RMB settlement. Fourthly, accelerate the innovative development of foreign trade. Organize the China Processing Trade Products Expo well and support industrial exchange and docking in the East, West, and Central regions. Accelerate the implementation of a batch of key bonded maintenance pilot projects with "two ends outside". Revise and introduce the Measures for the Administration of Border Mutual Trade. Support large foreign trade enterprises to use new technologies to build their own digital platforms and cultivate third-party comprehensive digital solution suppliers that serve small and micro foreign trade enterprises. Support foreign trade enterprises to expand sales channels and cultivate independent brands through new formats and models such as cross-border e-commerce. The fifth is to optimize the environment for foreign trade development. Deepen the construction of a "single window", expand the application scope of measures such as "linkage unloading" and "ship side direct lifting", and improve the efficiency of goods circulation. Improve the efficiency of port clearance, strengthen diversion and diversion, fill the gaps in channels, and enhance the port's cargo handling capacity. Encourage and guide local organizations to promote trade with free trade partners such as the Regional Comprehensive Economic Partnership Agreement (RCEP). Encourage local governments to introduce supporting measures according to local conditions
