The third draft of the Qinghai Tibet Plateau Ecological Protection Law was submitted for review at the second meeting of the 14th National People's Congress Standing Committee on the 24th. According to suggestions from all parties, the third draft of the draft strengthens the ecological protection, restoration, and risk prevention and control of the Qinghai Tibet Plateau, highlighting the special protection requirements of snow capped mountains, glaciers, and permafrost. It is understood that this legislation accurately grasps the legislative positioning and highlights targeted requirements. The third draft has added provisions to establish and improve the protection system for frozen soil of snow capped glaciers in the Qinghai Tibet Plateau, take effective measures for important snow capped glaciers, and strictly control human disturbance. Increase regulations to carry out collaborative protection between snow capped glacier permafrost and surrounding ecosystems, and maintain a natural ecological environment conducive to the protection of snow capped glacier permafrost. The third draft proposes that relevant departments of the State Council and local people's governments at or above the county level on the Qinghai Tibet Plateau should establish and improve the protection system for snow capped glaciers and permafrost on the Qinghai Tibet Plateau, strengthen monitoring, early warning, and systematic protection of snow capped glaciers and permafrost. The provincial people's government of the Qinghai Tibet Plateau should include large ice cap glaciers, small-scale glacier groups, etc. as ecological protection red lines, implement lockdown protection for important snow capped glaciers, take effective measures, and strictly control human disturbance. In order to improve the quality of greening, strengthen the prevention and control of pests and Forest steppe fires, the third review of the draft stipulates that the local people's governments at or above the county level on the Qinghai Tibet Plateau and their relevant departments should scientifically implement land greening, adjust measures to local conditions, rationally allocate trees, shrubs and grass vegetation, give priority to the use of native species and grass seeds, improve the quality of greening, and strengthen the prevention and control of pests and Forest steppe fires. Various suggestions were made to strengthen the punishment of illegal acts. The third trial draft of the draft proposed that the collection or cutting of natural germplasm resources under national key protection in the Qinghai Tibet Plateau and the destruction of natural landscape should be severely punished in accordance with the provisions of relevant laws and regulations. Those who arbitrarily dump or scatter household waste during tourism or outdoor activities in mountainous areas shall be ordered by the competent environmental health department or a department designated by the local people's government to make corrections, and individuals shall be fined not less than 100 yuan but not more than 500 yuan. If the circumstances are serious, a fine of not less than 500 yuan but not more than 10000 yuan shall be imposed; Impose a fine of not less than 50000 yuan but not more than 500000 yuan on the unit.
