Leaders of the National Defense Mobilization Department of the Central Military Commission Respond to Journalists' Questions on the Newly Revised Regulations on conscription Work
2023-04-13
The newly revised "Regulations on conscription work" (hereinafter referred to as the "Regulations"), approved by the State Council and the Central Military Commission, have been announced recently and will come into effect on May 1, 2023. Recently, leaders of the National Defense Mobilization Department of the Central Military Commission answered questions from reporters regarding the revision of the Regulations. Q: After the newly revised "Regulations" were introduced, they have received widespread attention from all sectors of society. What is the main background and considerations for the revision of the Regulations this time? Answer: The "Regulations" are important basic regulations for China to carry out conscription work in accordance with the law. Since the issuance of the State Council and the Central Military Commission on October 24, 1985 and the revision on September 5, 2001, they have played an important role in ensuring the smooth implementation of conscription work and improving the quality of conscription. With the rapid development of the economy and society, and the deepening of national defense and military reform, the conscription work environment has undergone profound changes. In order to adapt to the new situation, new tasks, and new requirements, a new round of revision work of the Regulations has been initiated in accordance with the deployment arrangements for military policy and system reform. This revision is mainly based on three considerations: first, implementing specific measures made by the Central Committee of the Communist Party of China. President Xi attaches great importance to conscription work. Since the 18th National Congress of the Communist Party of China, important instructions have been issued multiple times, pointing out the direction and providing guidance for conscription work in the new era. The Central Committee of the Communist Party of China and the Central Military Commission have clearly proposed to deepen major policy and institutional reforms such as the military service system. As an important component of the military service system reform, conscription work urgently needs to be implemented through the revision of the Regulations. The second is to adapt to the inevitable requirements of deepening the reform of national defense and the military. The conscription work involves multiple departments and fields in the military and the military, and is closely related to the reform of various policies and systems of the country and the military. Especially with the revision and promulgation of laws and regulations such as the National Defense Law and the Military Service Law, as well as the deepening implementation of the "twice a year conscription and twice retirement" reform, it is necessary to synchronously revise the "Regulations" to better adapt to the requirements of the reform and provide legal guarantees for the orderly organization and implementation of conscription work in the new era. The third is the practical need to recruit high-quality soldiers. In recent years, with the accelerated promotion of the "integration of mechanization, informatization, and intelligence" of the military, the goal of achieving the centenary goal of building the military as scheduled and building a world-class military in all respects, there is an urgent need to recruit more outstanding young people to join the military and continuously provide fresh blood for the army. By revising the Regulations, we will further improve the mechanism for conscription work, lay a solid foundation for achieving the modernization of military personnel, and provide talent support for achieving the Party's goal of building a strong military in the new era. Q: Please talk about the main process of revising the Regulations this time. Answer: According to the deployment of military policy and system reform, in June 2019, the National Defense Mobilization Department of the Central Military Commission, in conjunction with relevant military and civilian departments, comprehensively carried out the revision of the Regulations. Following the legislative process, they successively completed project approval, expert evaluation, article modification, public solicitation of opinions, legislative review, and other work, which lasted for nearly 4 years. Under the guidance and support of the Ministry of Justice, the General Office of the Central Military Commission, the Office of Reform and Staffing, and other relevant military and civilian departments, we systematically reviewed the achievements and practical experience of conscription reform in recent years, conducted in-depth discussions and research in relevant military and civilian units, organized synchronous thematic research in conscription offices of various provinces (autonomous regions, municipalities directly under the central government), and conducted extensive reviews of new laws and regulations
