The 15th round of high-level consultation mechanism on ocean affairs between China and Japan

On April 10, 2023, the 15th round of consultations of the China Japan High level Consultation Mechanism on Ocean Affairs was held in Tokyo, Japan, co chaired by Hong Liang, Director of the Department of Border and Ocean Affairs of the Ministry of Foreign Affairs, and Yakuo Kenyu, Director of the Asia Oceania Bureau of the Ministry of Foreign Affairs of Japan of Japan. The Chinese Ministry of Foreign Affairs, the Central Foreign Office, the Ministry of National Defense, the Ministry of Natural Resources, the Ministry of Ecology and Environment, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, the National Energy Administration, the China Maritime Police Bureau and the Japanese Ministry of Foreign Affairs, the Cabinet Office, the Cabinet Office, the Ministry of the Environment, the Ministry of Land, Transport, the Ministry of Defense, the Department of Fisheries, the Department of Resources and Energy, and the Japan Coast Guard respectively sent personnel to participate. The two sides held plenary meetings and three working groups on maritime defense, maritime law enforcement and security, and maritime economy to exchange comprehensive and in-depth views on maritime affairs between the two countries. Both sides unanimously believe that this year marks the 45th anniversary of the signing of the China Japan Peace and Friendship Treaty. Guided by the important consensus of the leaders of the two countries, we should revisit and abide by the spirit of the treaty, handle maritime conflicts and differences through dialogue, deepen practical cooperation in the marine field, and make positive efforts to build the East China Sea into a sea of peace, cooperation, and friendship, and promote the construction of China Japan relations that meet the requirements of the new era. China has expressed a solemn stance on Japan's recent negative developments in the East China Sea, Diaoyu Islands, South China Sea, Taiwan Strait, and other issues, demanding that Japan stop all words and actions that infringe on China's territorial sovereignty, damage China's maritime rights and interests, and complicate the situation, and not interfere with the Taiwan issue. China once again expresses its concern about Japan's plan to discharge nuclear contaminated water into the ocean and urges Japan to face the legitimate and reasonable concerns of the international community, and to handle them properly in an open, transparent, scientific, and safe manner with a responsible attitude towards the marine environment and human health. The two sides reached the following consensus during the consultation: 1. Both sides actively evaluated the establishment of a direct sea and air contact mechanism between China and Japan's defense departments, confirmed its early activation, and further improved the sea and air contact mechanism to maintain sea and air security. Both sides agree to continue strengthening exchanges in the field of defense. 2、 The two sides reached an agreement on strengthening dialogue and cooperation between the China Maritime Police Bureau and the Japan Coast Guard of Japan, including cooperation in combating cross-border crimes at sea, further playing the role of the liaison window between the two countries' maritime police, and strengthening dialogue and cooperation under the multilateral maritime law enforcement cooperation mechanism. Both sides agree to continue promoting exchanges between maritime law enforcement personnel and students from maritime police academies. 3、 Both sides unanimously believe that China and Japan's maritime search and rescue agencies maintain smooth communication and good cooperation, agree to continue deepening practical cooperation in the field of maritime search and rescue within the framework of the China Japan Maritime Search and Rescue Agreement, and support local maritime search and rescue departments of both countries in conducting communication exercises. 4、 Both sides agree to strengthen cooperation by hosting the fourth meeting of the 2023 China Japan Marine Garbage Cooperation Expert Dialogue Platform and the fourth China Japan Marine Garbage Seminar, and actively promote practical cooperation in dealing with marine plastic waste within a multilateral framework. 5、 Both sides agree to fully implement the China Japan Fisheries Agreement, strive to restart the China Japan Fisheries Commission as soon as possible, and continue to cooperate on combating illegal fishing, conserving North Pacific fishery resources, and protecting eel resources. 6、 Both sides exchanged views on cooperation in areas such as marine scientific research, marine ecological protection and restoration, and the development of blue economy and innovative technologies, and agreed to continue to strengthen communication and docking with corresponding departments. 7、 Both parties agree to continue the meeting
