Providing stronger employment services for disabled groups

April 2nd is World Autism Day, and guarding "children from the stars" has become a hot topic in society. How to build a support system for them has touched the hearts of many people. During this year's National People's Congress and the National People's Congress, a proposal by a committee member showed that there are currently 18 million certified disabled people in the employment age group in China. However, as of the end of 2021, the employment scale of certified disabled people is 8.816 million, and the employment rate is less than 50%. Among them, the employment rate of 12 million people with mental disabilities (including those with autism and intellectual disabilities) is even less optimistic. Employment is the foundation of people's livelihoods, especially for people with disabilities. The report of the 20th National Congress of the Communist Party of China proposes to implement the strategy of prioritizing employment, improve the public service system for employment, improve the employment support system for key groups, and strengthen the employment assistance for disadvantaged groups. Establishing and improving an auxiliary service system for disabled people's education and employment is a necessary duty of a civilized society. Over the years, governments at all levels and various sectors of society have done a lot of work and put in a lot of effort to achieve this. Many places prioritize promoting the employment and reemployment of people with disabilities as the primary task of "serving people with disabilities and doing practical things for them". By strengthening communication with employment enterprises, we aim to increase employment opportunities for people with disabilities. At the same time, we strengthen the training of employment skills for people with disabilities, improve their employment and entrepreneurship abilities, and conduct a thorough investigation on the situation of unemployed people with disabilities to provide targeted employment services. In addition, it also encourages disabled people to start their own businesses and promotes their individual employment. However, there is still a certain gap between the current situation of employment for people with disabilities and our expectations. For example, in some regions, the development level of high school and vocational education is still difficult to meet the learning needs of this group, the integration employment rate of mentally disabled people is still low, and it is still difficult for disabled college students to obtain fair opportunities for employment. To provide more and more fair opportunities for people with disabilities, in addition to taking the effective measures mentioned above to broaden employment channels, it is also necessary to break down some ideological and institutional barriers at a deeper level. It is worth emphasizing that the protection of the rights and interests of every disabled person affects not only a single individual, but also the level of civilization of the entire society. The Law on the Protection of Persons with Disabilities in China clearly states that "the state adopts auxiliary methods and supportive measures to provide special assistance to persons with disabilities, reduce or eliminate the impact of disability and external obstacles, and ensure the realization of the rights of persons with disabilities", which includes important rights such as rehabilitation, education, and employment. The employment of disabled groups cannot be judged solely from the perspective of efficiency. In reality, some enterprise managers, teachers, and even elderly people with disabilities believe that the high employment expectations and higher educational levels of disabled college students are the main reasons for the difficulty of employment for disabled college students based on this standard. In a civilized society, employment is a way for disabled groups to obtain basic living security, but for them, employment is also a choice to achieve personal independence and actively integrate into society. Therefore, the government and other members of society's support for their employment should not only focus on the so-called "output value", but also help them integrate into society and serve society through this. I believe that the transformation of relevant concepts will promote us to eliminate some biases and discrimination against this group, and more effectively improve the employment service support system for people with disabilities
