2023-04-07

The meeting of the Supreme State Council of the Federation of Russia and Belarus was held in the Kremlin in Moscow on the 6th. Russian President Putin and Belarusian President Lukashenko attended the meeting to discuss the integration agenda of the two countries in economic, security and other fields. Putin said at the meeting that the alliance countries have made significant achievements in the integration of key economic fields. The government and relevant institutions have implemented 74% of the 28 industry integration plans approved by the Supreme State Council of the Russia Belarus alliance in 2021, and relevant work has achieved "concrete and practical" results. Russia and Belarus will continue to strengthen energy integration in the future, promote the establishment of a unified oil and gas market between the two countries, and sign an agreement on a unified electricity market. Lukashenko stated that in the past 27 years, the bilateral trade volume between Belarus and Russia has increased by more than 4.5 times. Production cooperation has become a key area of bilateral relations, with over 8000 cooperative enterprises between the two countries, driving the employment of hundreds of thousands of people. When it comes to defense and security issues, Lukashenko said that the defense and air defense systems of alliance countries are operating efficiently. Thanks to the measures taken in advance, both sides have improved their ability to prevent and respond to international terrorism, smuggling, arms and drug trafficking at the border. Putin stressed that the two countries will strengthen cooperation in security, national defense and military technology, which is in line with the fundamental interests of the country and the people. The preparation for drafting the national security concept of the Russian White Alliance has begun, and this document will establish the basic tasks of cooperation between the two countries. During the meeting, both sides approved several decisions aimed at further deepening the integration process. On December 8, 1999, Russia and Belarus signed the Treaty Establishing the Russian White Alliance, which stipulated that while maintaining their respective national sovereignty, independence, and national system, the two countries should establish a state with a federal nature. On November 4, 2021, Putin and Lukashenko signed a decree on the implementation of the Union's national integration at a video conference of the Supreme State Council of the Russia Belarus Union, approving an integration plan involving 28 industries in both countries.
