Recently, the State Council Information Office released a white paper titled "China's Cyber Rule of Law Construction in the New Era" (hereinafter referred to as the "White Paper"). This is the first time China has introduced the situation of cyber rule of law construction to both domestic and international audiences through a white paper, comprehensively showcasing China's achievements in cyber rule of law construction since the new era. Experts believe that China's construction of the rule of law in the internet not only effectively enhances China's internet governance capabilities, but also contributes Chinese wisdom and solutions to global internet governance. The legal system has been gradually improved. According to the data in the 51st Statistical Report on the Development of Internet in China released by the China Internet Network Information Center recently, the number of Internet users in China has reached 1.067 billion, and the Internet penetration rate has reached 75.6%. While the online ecosystem is thriving, there are also some noise in the internet space. Issues such as online fraud, online violence, and false information have always been of great concern to society. It is necessary to establish and improve a more comprehensive legal system to effectively safeguard the legitimate rights and interests of netizens. China adheres to the rule of law in the governance of the internet, continues to promote the legalization of cyberspace, and promotes the healthy operation of the internet on the track of the rule of law. From laws such as the E-commerce Law, Cybersecurity Law, and Data Security Law, to administrative regulations such as the Computer Information System Security Protection Regulations, the Information Network Communication Rights Protection Regulations, the Key Information Infrastructure Security Protection Regulations, and to local regulations such as the Guangdong Provincial Digital Economy Promotion Regulations, the Hebei Provincial Informatization Regulations, and the Guizhou Provincial Government Data Sharing and Opening Regulations, China has formulated and introduced over 140 pieces of legislation in the field of the internet, continuously enhancing the systematic, holistic, collaborative, and timely nature of internet legislation. Fang Yu, director of the Internet Law Research Center of China Information and Communication Research Institute, believes that in the field of platform supervision, China's current legislation has made systematic provisions on the legal obligations of network platform operators, covering antitrust, anti unfair competition, platform responsibility, algorithm security governance and other aspects. Among them, the Anti monopoly Law and the Anti unfair competition Law specifically put forward clear regulatory requirements for platform abuse of market dominance and elimination of competition. The E-commerce Law specifically stipulates the special responsibilities and obligations of e-commerce platform operators, clarifying that e-commerce platform operators should follow the principles of openness, fairness, and impartiality, formulate platform service agreements and transaction rules, and clarify the rights and obligations of entering and exiting the platform, ensuring the quality of goods and services, protecting consumer rights and interests, and protecting personal information. The white paper points out that the construction of the rule of law in China's network in the new era provides strong guarantees for the transformation of a major online country into a strong online power, with strong protection of the rights and interests of netizens.
