Recently, Dong Dajian, former deputy director of the National Industrial Information Security Development Research Center, Tian Jie, former member of the Party Leadership Group and Deputy Director of the Sichuan Provincial Department of Human Resources and Social Security, and Chen Qibing, former member of the Party Leadership Group and Vice Chairman of the Chongqing Yongchuan District CPPCC, were successively expelled from the Party and public office. The reporter noted that the circular showed that their violations of discipline and laws involved engaging in profit-making activities in violation of regulations. The Central Committee of the Communist Party of China has repeatedly declared that "illegal profit-making activities" occur from time to time. Several discipline inspection and supervision cadres interviewed mentioned that in recent years, such issues have not been eliminated, and the means have become increasingly covert and complex. "Shadow shareholder" has become one of the main methods. "In order to avoid supervision, they often establish or invest in companies in the name of others," said Yang Xuesong, director of the Case Hearing Office of the Zhangjiagang Discipline Inspection and Supervision Commission in Jiangsu Province. Among the cases investigated and dealt with in the city in the past year, 56.25% were established or invested in companies in the name of spouses, children, and friends. "The parties to this type of behavior have formed a long-term 'transaction cooperation' relationship, and the interest transmission chain is relatively stable and hidden compared to the entrusted matter." In addition, there are various ways to engage in illegal profit-making activities by taking advantage of their positions. Some people take advantage of their original positions to obtain remuneration for illegal employment after retirement or resignation. For example, Lu Mou, a cadre of the Civil Affairs Bureau of Huangshi City, Hubei Province, believes that after retirement, he will not be subject to supervision. With a fluke mentality, he accepts the employment and receives "remuneration" from enterprises in the areas and business areas under the jurisdiction of his original position without the approval of the organization. His company has also undertaken social assistance and verification service projects in government departments for many times. Some people take advantage of the information they have learned at work to make a profit by introducing projects with "kickbacks" and collecting intermediary fees. For example, Xu Mou, a former first level chief staff member of Lin'an Branch of Hangzhou Municipal Bureau of Planning and Natural Resources in Zhejiang Province, took advantage of his position in the Land Consolidation Center to grasp the project approval situation of the entire region's cultivated land reclamation projects, introduced multiple cultivated land reclamation projects to the contractor for specific implementation, and provided them with certain convenience in terms of project acceptance, receiving a "referral fee" of 420000 yuan. "This seems to be an economic behavior, but in fact it is a naked power and money transaction, which not only violates the integrity of the position and work discipline, but also disrupts the normal market competition order, damages the business environment, and affects economic and social development." Dong Zhiming, director of the Second Discipline Inspection and Supervision Office of the Lin'an District Discipline Inspection Commission of Hangzhou City, believes that special attention needs to be paid to areas and job links that are capital intensive and power concentrated, such as engineering, finance, state-owned enterprises, and energy. CSCEC's business involves engineering construction, real estate development, and other sectors. "A construction project is a collection of production factors such as people, machinery, and materials, with relatively centralized powers. Some remote and scattered small projects have a greater discretion of the relevant responsible persons." Peng Xingdi, a member of the Party Leadership Group of CSCEC and the leader of the Discipline Inspection and Supervision Group of CSCEC, said that it is precisely these industry characteristics that make the positions where problems occur mainly include the leadership of units at three or four levels, project managers, and material procurement Contract business leaders and other personnel who work at the grassroots level and hold key powers are mainly responsible. The renovation and upgrading of illegal forms of profit-making activities cannot conceal the essence of power and money transactions. In order to further strengthen the discovery of clues to problems, the Lin'an District Discipline Inspection Commission and Supervision Commission adopted the "integrity protection Tianmu" public power big data monitoring platform, using data collision
