It is worth repeating that mandatory reporting is not a moral choice but a legal obligation. When public officials and organizations and practitioners who have close contact with minors, such as teachers and doctors, discover that minors have been or are suspected of being subjected to illegal violations or are facing illegal violations in their work, it is their legal obligation to immediately report the case to the public security organ or report it to them. Those who do not report and cause serious consequences will be punished. This system, known as mandatory reporting, was officially launched by 9 departments including the Supreme Procuratorate in May 2020 and incorporated into the newly revised Minors Protection Law in the autumn of the same year. Children's violations often occur in hidden places, and only by allowing these violations to surface can early protection be achieved for children. "If every institution and individual in close contact with minors can provide timely warning and effective connection, this frequent network will enable more children to stay away from danger as soon as possible.". The key to mandatory reporting is naturally reporting. Without clues of child abuse, there is naturally no timely and effective protection. However, in reality, when the subject of mandatory reporting wants to make a reporting decision, it has to face the impact of multiple factors. "We have no doubt that teachers, doctors, and other compulsory reporting subjects can also feel the pain of the skin when they discover that minors have been violated, and they can also burst into sparks of goodwill and responsibility. The "one click report" module added by Huai'an in the diagnosis and treatment system solves precisely this difficult problem. It not only clarifies who doctors report to and how to report suspicious clues, but also makes it convenient and "silent" for doctors to make decisions that are isolated from other sources of stress. At least in that specific scenario and time node, the "compulsion" of the system is reflected, and the initial intention of doctors to "report" is protected, with strength and wisdom. It is gratifying to note that in places such as Yixing and Lianyungang in Jiangsu Province, automatic reminder procedures for mandatory reports have also been piloted to be embedded in hospital diagnosis and treatment systems, while achieving one-click reporting to hospital legal or public security organs. This also enlightens us that no system operates in a vacuum, and the concerns of those key subjects should and must be considered and straightened out.
