EU bans the sale of carbon emitting fuel cars from 2035

2023-03-30

The European Council approved a regulation on the 28th to ban the sale of new fuel cars and small passenger and cargo vehicles that cause carbon emissions from 2035. However, at the request of Germany, new fuel vehicles using carbon neutral fuels are expected to continue to be sold after 2035. The European Council said in a statement on the same day that according to this regulation, from 2030 to 2034, the carbon dioxide emissions of new fuel cars and small passenger and cargo vehicles will be reduced by 55% and 50% respectively compared to 2021, and will be reduced to zero by 2035. The statement also said that the European Commission would propose a proposal after consultation with stakeholders to allow the registration of vehicles using fully carbon neutral fuels after 2035. This new regulation is an important part of the "Adaptation 55" package proposed by the European Commission in July 2021 to address climate change. According to the "Adaptation 55" package, the EU plans to reduce net greenhouse gas emissions by at least 55% from 1990 levels by 2030, and achieve carbon neutrality by 2050. The European Commission originally hoped to ban the sale of all new fuel cars, but Germany, a major fuel vehicle manufacturer, proposed to continue selling new fuel vehicles using carbon neutral fuels after 2035. On the 25th, the European Commission and Germany announced an agreement, clearing legislative obstacles. The new regulations will enter into force 20 days after being published in the Official Journal of the European Union. The carbon neutral fuels mentioned in the statement mainly refer to "electrical synthesis fuels", which are made from carbon dioxide captured from the air and hydrogen produced by renewable energy sources such as wind and solar energy, and are considered to be a synthetic fuel that can achieve net zero carbon dioxide emissions. However, this fuel is far from achieving low-cost mass production. (Liao Xinshe)
