On the 29th, Chen Xu, Permanent Representative of China to the United Nations Office at Geneva and other international organizations in Switzerland, made a joint statement on behalf of nearly 80 countries such as Brazil and South Africa at the 52nd session of the United Nations Human Rights Council on the 30th anniversary of the adoption of the Vienna Declaration and Programme of Action, calling for strengthening international cooperation, revitalizing the spirit of the Declaration, and promoting high-quality development. The joint statement stated that the Vienna Declaration and Programme of Action was a milestone in the history of human rights in the world. Over the past 30 years, inspired by the spirit of the Declaration, the international community has continuously explored ways to effectively promote and protect human rights. At the same time, the international community still faces multiple challenges such as increased discrimination and inequality, political polarization and fragmentation, which seriously impede the full and effective implementation of the Declaration and sustainable development. In order to revitalize the spirit of the Declaration and implement it well, the joint statement emphasized the need for overall consideration. The Declaration clearly emphasizes the equal status of all types of human rights. Human rights are universal, indivisible, interdependent and interrelated. Economic, social and cultural rights, civil and political rights, and the right to development should be given equal attention and promoted in a balanced manner, and imbalances in the promotion and protection of human rights should be eliminated. We should attach importance to development. Current global challenges highlight the importance of promoting sustainable development. The Declaration reaffirms the right to development as an inalienable right. The international community should revitalize the spirit of the Declaration, adhere to the people-centered approach, listen to the voices of developing countries, eliminate inequality, and promote high-quality, inclusive, and equitable development. Dialogue and cooperation are required. The Declaration clearly calls for strengthening dialogue and international cooperation, and all parties should conduct human rights exchanges and cooperation on the basis of equality, solidarity and mutual respect. The joint statement called on all countries to make a joint commitment to strengthen international cooperation, promote and protect all human rights without discrimination, and continuously inject positive energy into the development of the international human rights cause on the occasion of commemorating the 30th anniversary of the birth of this landmark Declaration.
