The Ministry of Public Security has recently issued the "Three Year Action Plan for Strengthening the Work of Public Security Police Stations in the New Era (2023-2025)" (hereinafter referred to as the "Action Plan"), which specifies that the work of police stations will implement three major actions: grassroots revitalization, basic quality improvement, and basic ability improvement. By 2025, the main work goals of achieving a solid foundation, fewer accidents, good public security, and the satisfaction of the party and the people will be achieved. According to reports, the action plan further clarifies the work of police stations in seven aspects: promoting a sound system, rational police force layout, detailed basic work, proactive early warning and prevention, efficient crackdown and rectification, strong support for security, and excellent style and ability. Focusing on the actual situation at the grassroots level, it is clearly proposed to promote preventive policing, shift the focus of work to grassroots basic work such as source prevention management, effectively reduce police situations, control incidents, and eliminate hidden dangers, to achieve a virtuous cycle of social security. The action plan requires strengthening the protection of minors and the intervention and correction of misconduct, and regularly conducting education on the rule of law, safety, and crime prevention for students; Improve and implement the warning and handling system for domestic violence, and intervene in family conflicts and emotional disputes according to law; Widely carry out mass publicity campaigns with the themes of theft prevention, fraud prevention, and drug prevention; Timely investigate and deal with small livelihood cases that affect the vital interests of the people, and regularly investigate and rectify public security irregularities and difficult issues; Provide public security services to the maximum extent around the urgent needs and anxieties of the masses; Establish and improve the main prevention and evaluation system of police stations, and promote the implementation of proactive and preventive policing. The action plan requires promoting full coverage of "one village (grid) and one police" by the end of 2025; Establish and improve an efficient linkage mechanism between platforms such as the 110 alarm service desk and the 12345 government service hotline for the convenience of the people, continuously promote the downward shift of the center of gravity, the sinking of the police force, and the downward shift of security, and consolidate the grassroots foundation of national security and social stability.
