On March 27, the "First Release of the 2023 Blue Book of Rule of Law and the Seminar on the Development of Rule of Law in the New Era" jointly organized by the Institute of Law of the Chinese Academy of Social Sciences and the Social Science Literature Press was held in Beijing, and the "Report on the Development of Local Rule of Law in China No. 8 (2022)" (hereinafter referred to as the "Blue Book of Local Rule of Law") was released. The "Blue Book of Local Rule of Law" focuses on the hot spots of rule of law from aspects such as local legislation, government ruled by law, judicial construction, and society ruled by law, and summarizes the exploration and experience innovation of rule of law in various regions. "The Blue Book of Local Rule of Law" points out that in recent years, comprehensive rule of law has entered a new stage and level. In areas such as local legislation, government under the rule of law, judicial construction, and society under the rule of law, various regions have not only fully implemented the requirements of the central government's deployment, but also actively explored from local realities. There are numerous highlights of experience and innovation, highlighting the strength and temperature of the rule of law in socialism with Chinese characteristics. However, it should also be recognized that the task of local rule of law is still arduous, and it is necessary to adhere to the people as the center, not forget the original intention, further strengthen organizational leadership, highlight practical results, avoid formalism, play the exemplary role of leading models, and make further efforts to deepen progress. "The Blue Book of Local Rule of Law" points out that in 2022, the local legislative work pattern will continue to innovate, the legislative work mechanism will continue to improve, and the legislative quality and efficiency will be improved. In terms of content, local and original characteristic legislation has been highlighted, and innovative legislation in key and emerging areas, as well as practical legislative exploration to promote high-quality development, livelihood security, and social governance, have emerged in a large number. The democratic nature of legislation has been continuously improved, and whole-process democracy has become an important guide for local legislation. Legislation on people's livelihood has been strengthened in many parts of the country to respond to social expectations. At the same time, legislation in multiple regions attaches importance to ecological and environmental protection, leading the construction of a livable environment.
