Guizhou: Formalism in the Statement of Reducing Burden and Correcting Governance for Grassroots Units through Accurate Supervision

In recent years, the discipline inspection and supervision authorities of Guizhou Province have implemented the decisions and arrangements of the Party Central Committee, focused on the formalism and bureaucracy issues in the implementation of policies and work promotion, strengthened supervision, and urged the rectification of the problem of excessive reporting burden in the development of the agricultural industry, compacted responsibilities, implemented practical rectification, and promoted practical burden reduction for the grassroots level. Previously, relevant departments in Guizhou Province found that there were specific problems in the province's agricultural export reports, such as repeated filling, layer upon layer addition, and excessive marking. "After receiving the clues to the problem, we coordinated with the Provincial Department of Agriculture and Rural Affairs to conduct inspections one by one, promoting a comprehensive review of various forms of agricultural exports starting from solving a single problem, drawing inferences from one example, and strengthening centralized coordination." The introduction was made by the relevant responsible comrades of the 21st Discipline Inspection and Supervision Group dispatched by the Provincial Discipline Inspection Commission. Taking industry related reports as an example, there are 12 special classes for the 12 characteristic industries in Guizhou Province. "In the past, each special class had 12 types of daily reports, weekly reports, semi monthly reports, monthly reports, and quarterly reports that were scheduled by themselves, and the scheduling time and requirements were different." Under the supervision of the 21st Discipline Inspection and Supervision Team, the Provincial Department of Agriculture and Rural Affairs has consolidated, standardized, and integrated the scheduling forms, simplifying the previous multiple forms and different reporting frequencies into two forms, namely, a common monthly report and a quarterly report. Unclear reporting standards and inadequate guidance can easily lead to repeated reporting at the grass-roots level. On one occasion, the Department of Agriculture and Rural Affairs of the province notified cities and prefectures to submit a verification form for the implementation of land abandonment and "non grain conversion" of cultivated land, as required by their superiors, and set a one-month submission time. Due to incorrect understanding of the filling standards by some grassroots units, some cities and prefectures must rework and modify the materials if they fail to meet the requirements after reporting. As the deadline approaches, grassroots cadres have to work overtime to complete their work. In response to this issue, the 21st Discipline Inspection and Supervision Team was dispatched to urge the Provincial Department of Agriculture and Rural Affairs to properly control the source, optimize the reports based on the actual situation, and promote the municipal and prefectural departments of agriculture and rural areas to strengthen guidance on filling out reports to avoid the recurrence of similar phenomena. The problems found in the survey also include subjectively expanding the scope of data or material submission by units at different levels, and increasing the burden on the grassroots. For example, after the Provincial Department of Agriculture and Rural Affairs issued the "Rural Household Toilet Inspection and Arrangement Questionnaire", the relevant department in a city or prefecture in the province required the grassroots to upload photos before and after the rectification to ensure that the toilet improvement was implemented in place. Local grassroots cadres told reporters, "Uploading photos is a heavy workload, and computers often get stuck. We felt at the time that the photos were just to prove that the work was actually done, and uploading is not necessary." "For this kind of behavior, we urged the Provincial Department of Agriculture and Rural Affairs to carry out inspections as soon as possible, and specified specific personnel to guide relevant cities and prefectures to make rectification."
