On the 23rd, Yu Jiadong, Vice Minister of Human Resources and Social Security, stated at the report meeting on the advanced deeds of skilled talents and skills serving the country held by the Ministry of Human Resources and Social Security that the 20th National Congress of the Communist Party of China (CPC) has for the first time promoted craftsmen and highly skilled talents from large countries to national strategic talents. The next step is to stand at the height of national strategic needs and carefully plan and vigorously promote the construction of skilled talent teams from five aspects. First, we need to increase training efforts and improve the quality of training. Efforts should be made to build a skilled personnel training system based on industry enterprises, vocational colleges, and government promotion combined with social support; Give full play to the basic role of technical and vocational colleges, and comprehensively improve the ability to cultivate skilled talents; Improve the enterprise employee training system, focus on key industries, urgently needed areas, and key groups to carry out large-scale vocational skills training, and promote the alleviation of structural employment conflicts. Second, it is necessary to scientifically and rationally use and bring into play the role of talents. We should guide enterprises to give full play to the important role of skilled talents in the production line, truly allowing skilled talents to have stable positions, a career stage, and an upward path. The evaluation results should be linked to the use and treatment; Give full play to the dual incentive role of market guidance and social honor, guide enterprises to implement the salary distribution guidelines for skilled talents, unblock their career development and promotion paths, and allow those who work hard to earn more and those with high skills to receive higher salaries. Third, we must adhere to scientific evaluation and smooth the development path. We need to further implement the vocational skill level system of the "new eighth level worker", increase the evaluation and employment of top technicians and chief technicians, and break the "ceiling" of skilled talent growth; Continuously improve the vocational skills competition system, and promote a large number of outstanding skilled talents to stand out and thrive. Fourth, improve the incentive system and establish correct guidance. We should give full play to the incentive and guiding role of the selection and recognition of highly skilled talents, and guide the entire society to establish a correct outlook on employment, career, and talent; Increase policy support to ensure that skilled personnel have political honors, economic benefits, social status, and job security. Fifth, we must increase publicity efforts, expand social impact, and make big country craftsmen and young experts become role models for workers, especially young people, to learn and strive.
